Dear Director Berkow:
Thank vou for your prompt rep 1v to my June 10, 1986, request that a public hearing be convened in the Humboldt Bay Region on the Draft Environmental Statement (DES) for decommissioning of the Humboldt Bay Power Plant, Unic No.
3.
I do feel that it is unfortunate, however, that you have made a decision to not convene a public hearing on the DES in the Humboldt Bav region for affected organizations and individuals to provide pertinent comment on the subject document.
Although I do believe that the proposed decommissioning plan and the DES are separate issues and should be heard individually and separately, I do wish to file a " petition for leave to intervene" in the Commission's consideration of the proposed decommissioning plan.
I would like to obtain a copy of the published Federal Register which contains the Notice of Opportun1tv for Hearing with respect to both environmental issues and safety issues related to the proposed Decommissioning Plan.
I thank vou in advance for your assistance with regard to these requests.
Please feel free to contact me directly should you have any questions or be in need of clarification on any matter discussed above.
Sincerelv,
