Minutes of the annual ' N.S. SAVANNAH Review and Audit Committee k meeting for Calendar Year 1998 (as required by N.S. SAVANNAH Facility License No. NS-1), held at the James River Reserve Fleet, Wednesday, December 16, 1998. A copy of the meeting agenda is attached for reference.

I. Welcome The meeting was convened by Dr. Levine 10:00. A quorum was present.

Paragraph 3. 6 of the NSS Technical Specifications requires the Review and Audit Committee to meet annually to review and discuss

-events of the preceding perio4 ,The-committee last met on January 29, 1998 (to discuss CY 97), at'the James River Reserve Fleet (JRRF). The minutes of that meeting were briefly reviewed without comment.

It was noted for the record that former JRRF Fleet Superintendent Paul Smith retired in February 1998. He was replaced by Mike Bagley, who in turn was replaced as Fleet Operations and Maintenance Officer by Bob Rohr.

II. Discussion

! , A. Dr. Levine led a discussion of significant events in CY 98; In essence, no significant events occurred. The role of the R&A Committee remains unchanged, as does the status of the facility.

The l pending retirement of Dr. Levine will necessitate a transfer of his functions to the Division of Ship Maintenance and Repair.

i B. Mike Bagley noted the following for the record:

j .a. Underwater hull surveys indicate significant fouling of the hull, both hard and soft; however, the coating system is intact. (No change from CY 97) i

b. Cathodic protection system service visits have been satisfactory. (No change from CY 97)
c. No changes in tank sounding have been found. (No change from CY 97)-
d. Radiation inspections, including the containment area, have been satisfactory, and seals have been changed as required.

(No change from CY 97)

e. The. remote radio alarm system has been functioning satisfactorily. A new power cable serving the SAVANNAH and the STURGIS has been installed.
f. The . CY 1999 Reimbursable Agreement to fund the radiation health physics contract with the U.S. Army is in process. ,
g. .FY 99 funds have been received at the South Atlantic Region, l and purchase orders are being processed routinely. l

III. Review of Technical Specification Requirements In accordance with paragraph 3.6 of the Technical Specifications, the Committee is specifically required to review the following items:

1. Proposed changes to Technical Specifications The committee discussed a series cf potential changes; l however, action was deferred until the new chairman is appointed.
2. Proposed changes or modifications to the vessel's controlled radiation area entry alarm system or containment  !

3. Substantive changes to radiation surveys or security , i surveillance procedures i

6. Annual reports to the NRC The CY 1997 annual report was submitted to the NRC on February 27, 1998. The CY 1998 annual report is due on March 1, 1999. '

The report will be prepared by Mr. Davis, who will forward it to Joe Seelinger for submission to the NRC.

IV. Other Topics A. The Office of Ship Operations (MAR-610) was requested to include an estimate of custodial expenses for the NSS in its FY 2000 Budget Submittal; however, the request was not included in MARAD's final FY 2000 Budget Request. The MAR-610 submittal included a request for a reactor disposal study, as discussed at {

previous R&A Committee meetings, as well as anticipated costs incident to the planned FY 2004 drydocking. The request will be repeated for FY 2001.

B. The Committee presented.Dr. Levine with an inscribed section of teak handrail in honor of his retirement. The inscription reads as follows:  ;
