This is in response to Reference (a) which relayed your concerns regarding high radiation area key control at Calvert Cliffs. We have conducted a thorough review of the two issues; forced entry into a locked high radiation area, and the existence of unauthorized copies of keys to normally locked high radiation areas.

Enclosure (1) to this letter is a written reply to those concerns noted in your letter.

ENCLOSURE (1) 1 As a result of our review of-the two high radiation area access issues, the following actions have been taken.

1.

Forced Entry into a Locked High Radiation Area Door guards (metal plates) have been installed to help prevent unauthorized o

access. This was completed May 9,1986.

o The Supervisor-Radiation Control Operations counseled the individuals, and Radiation Control Reports were issued April 17, 1986, to document the incident for their Supervisors' response. In addition, their Supervisor formally counseled the individuals involved.

o A note was placed in the Shif t Supervisors' Night Orders by the General Supervisor-Operations on April 25,1986, to increase operator attention to locked high radiation areas.

o Although the individuals involved did force their way into a high radiation area, they met all other requirements to enter (Work Permit, proper dosimetry, rate meter, etc.).

Existence of Unauthorized Copies of Keys to Normally Locked High Radiation Areas o

Locks for all high radiation areas which are required to be locked in accordance with the Technical Specifications, were replaced on May 8,1986, with an industrial grade security lock and key system (commercially non-reproducible).

o Radiation Safety personnel were instructed on May 7,1986, to maintain personal

possession of high radiation keys and the keys to the key storage locker.

Overall Management Concerns to Address Issues 1 and 2 Above o

The " Nuclear Hotline" was previously established as a phone number for anonymous individuals to call to report items of concern.

o The Manager-Nuclear Operations briefed all on-site employees on May 29,1986, on the incidents. He reminded them of the company policy for reporting items of regulatory concern and the availability of the " Nuclear Hotline."

o In addition to the above, the Radiation Safety Section was briefed on both l

incidents and they were instructed on the policy for communicating regulatory items of concern to Company management.
