Dear Mr. Chappell:
SUBJ: SAFETY ANALYSIS REPORT FOR CilEM-NUCLEA1 MODEL NO. CNS 8-120B, REV. 3 Attachment I to this letter is our responses to questions contained in the referenced letter. The CNS 8 120B Safety Analysis Report has been revised appropriately based upon your comments and these revi-sion pages are included in Attachment 2. The following Revision 2 pages should be replaced with the corresponding Revision 3 pages in Attachment 2:
- Cover page
- Pages 4-15 thru 4-26 (Note that Appendix 4.1 should not be removed from Rev. 2)
If you or members of your staff have any questions about the application, or wish to arrange a meeting to discuss the changes we have requested, please feel free to contact Mr. Charles Witt at (803)758-1890.
Sincerely, Patrick L. Paquin General Manager Attachments:

- 1. Equation B.4for the standard volumetric leak ratefrom ANSI N14.5-1987 is used on page 4-16 ofthe applicationfc>r the Model CNS 8-120B.~ANSIN14.51997, page 28. states: "Since the source termfor reliasable material is at the upstream conditions, it may be desirable to calculate the volumetric leak-age rate at the upstream conditions. " Equation B.5 adds an additional term to the leak rate equatbn to
' determine the volumetric leakage ratefor gases at the upstream conditions. Revise the leak rate cal-culations in the application to use the guidance given in ANSIN14.5-1997.
Chapter 4 has been revised entirely to use the method described in Section B.4 of ANSI N14.5-1997.
Equation B.5 was used instead of B.4. The method used is similar to examples five and six in ANSI N 14.5-1997.

- 2. Show that the assumption ofconstant test-gas viscosity is appropriatefor the calculation oftemperature dependent test-gas leakage rates and test sensitivity in sections 4.5, 4.6, and 4. 7 ofthe application.
Note that the temperature used m the ANSI equations is the gas temperature, not the ambient tempera-l ture.
The range of temperatures considered in Sections 4.5,4.6, and 4.7 are from 273 K to 318 K (32 F to 113 F). At this range of temperatures, the changes in viscosities for the gases considered are very small; for example the viscosity of air changes from 0.016 cP to 0.019 and R-134a from 0.0114cP to 0.0126 cP. Refer to Figure 4.7 at 100 F; if a viscosity of 0.0114 cP is assumed for R-134a the permitted leak rate is 0.0191 ozlyr, if a viscosity of 0.0126 is assumed instead, the permitted leak rate at 100 F would be 0.0182. Figure 4.1 I was calculated assuming a viscosity of 0.012 cP, and shows a permitted leak rate at 100 F of approximately 0.0187 ozlyr, so the permitted leak rate changes only vary slightly over the range of temperatures considered regardless of the viscosity assumed.
- 3. Page 4-22 ofthe application references ANSIN14.5 as the sourcefor the properties statedfor tetra-fluorethane (R134a) (molectdar mass and viscosity). It does not appear that these properties are listed in ANSIN14.5for R134a. Revise the application to cite the sourcefrom which Ihese properties were obtained.
I Appendix 4.1 was added to Revision 2 of the CNS 8-120B SAR and includes the properties for R-134a.
l Page 4-22 has been corrected for Revision 3 to properly reference Appendix 4.1 instead of ANSI N14.5.
