This is in response to your letter of August 5,1986 (your reference

  1. SNM-696-9026), in which you re requirements of 10 CFR 70.58(d) quested (1) relative to (1) a limited certain exception material from transfers, and the (2) approval of three revised paragr phs of Section 7.4 of your Fundamental Nuclear Material Control Plan (FNMCP .

We have reviewed the supporting information associated with your two requests and find your proposed course of action acceptable. We have also determined that the granting of your two requests will not adversely affect the conson defense and security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are (1) issuing an unnumbered license condi-tion to Amendment SG-1 of your License No. SNM-696 to allow certain transfers to the Tunnel Vault to be based on calculated values, and (2) revising License Condition 2.1 of Amendment SG-1 to incorporate your revised FNMCP pages. These two license conditions are effective immediately and read as follows:

Notwithstanding the requirement of 10 CFR 70.58(d)(1) to measure (for SNM content) batches of intermediate North Warning System demonstration fuel prior to their transfer to an ICA, such fuel may be transferred from MBA M-1 to ICA S-2 on the basis of calculated values. If any such fuel, how-ever, is on hand at the time of a physical inventory, the inventory listing values must be based on actual measurements.

2.1 The licensee shall follow Revision A of his Fundamental Nuclear Material Control Plan, dated October 1982; as revised by submittals dated February 3, 1984 (pages 4-2, 4-3, 8-2, and 8 all dated "11/83"), January 25, 1985

(pages 1-8, 2-4, 2-5, 6-3 and figure 2.1.1.2, - all dated " January 1985"),

another January 25, 1985 submittal (pages 7-7 through 7 all dated

" February 1985"), March 7,1986 (pages 1-4,1-6, 2-1, 2-2, 2-3, 3-2, 3-8, 3-8a, 3-8e, 4-8, 4-18, 5-1, 5-2, 5-4 through 5-7, 6-1 through 6-8, 7-1, 7-3 through 7-6, plus figures 1-1, 2.1.1-1, 6.1.1.1 and 6.1.1.2 - all dated February 1986), August 5,1986 (pages 7-10 through 7 all dated

" August 1986"), August 13, 1986 (pages 3-1 and 5-3 --- both dated " August 1986"); and as may be revised in accordance with the provisions of 10CFR70.32(c).
