This is in response to your LA 86-79 letter dated September 25, 1986, in which you requested an amendment to the Columbia Plant FNMC Plan to permit booking shipper's measurement values for the receipt of 25 cylinders of low enriched UF . The attachments to this letter provided additional information pertain-inhtothisrequest.

We have reviewed the indirect means by which the total weight of uranium and its enrichment in the U-235 isotope will be verified. We find that these provisions are in accord with Division of Safeguards policy for the receipt of low enriched UF6 , and are therefore acceptable.

We have also determined that the granting of your request is warranted, will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are issuing an unnumbered license condition to Amendment SG-2 of your License No. SNM-1107, effective immediately, to read as follows:

Notwithstanding the requirement of Section 7.1 of the FNMC Plan identified in Condition 2.1 to book receiver's measured values for uranium receipts, the licensee may book shipper's data for the receipt of the low enriched UFg identified in the attachments to letter LA 86-79 dated September 25, 1986, provided that the verifi-cation procedures described in these attachments are followed.

We have determined that the attachments to your letter of September 25, 1986, contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
