Dear Sir:

This application for amendment seeks to change certain portions of the James A. FitzPatrick Technical Specifications (Appendix A to the Operating License) to reflect the installation of four Analog Transmitter Trip System (ATTS) channels. Four existing reactor pressure permissive switches will be replaced with ATTS instrumentation during the Reload 7/ Cycle 8 refueling outage. The proposed changes to the Technical Specification will revise the surveillanc( requirements for reactor pressure permissive instruments in Tables 4.1-1 and 4.1-2 on pages 45 and 47, respectively.

Surveillance requirements for reactor water level instrumentation in Table 4.2-2,on page 79, are also changed to reflect new ATTS instrumentation. This change was inadvertently omitted from a previous proposed amendment to the Technical Specifications (Reference 1).

These changes are necessary to accurately reflect plant modifications associated with the installation of this system.

ATTS is an electronic system designed to replace mechanical sensor swi tches in the Reactor Protection and Emergency Core Cooling Systems. ATTS is an integral part of the Power Authority's program to improve pl:.nt availability, simplify instrument calibration procedures, and enhance plant safety.

In Reference 1, the Authority submitted proposed Technical Specification changes to support installation of ATTS during the Reload 6/ Cycle 7 refueling outage. This submittal was supplemented with additional information regarding the implementation of ATTS in Refere: ice 2. In Reference 3, the Commission issued Amendment No. 89 approving the Technical Specification changes to reflect ATTS installation at the FitzPatrick plant.

The proposed changes are Attachment I of this Application for Amendment, and the associated Safety Evaluation is Attachment II.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document titled " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed changes to

Appendix A of the Technical Specifications and associated Safety j Evaluation.

In accordance with the requirements of 10 CFR 50.91, a copy of this application, with attachments, is being provided to the designated New York State official.

Pursuant to 10 CFR 170.12, enclosed is a check in the amount of

$150.00 as the amendment fee for this application.
