Inspection results have been placed in two categories,

" Emergency Preparedness Improvement Items" and " Incomplete Emergency Preparedness Items."

The items were listed in Appendix A and B respectively of the report.

A written statement addressing the results of our consideration of Appendix A items was requested and is included as attachment 1.

In addition, attachment 2 is a listing of Appendix B items which are ready for closure.

A recent organizational change has assigned Emergency Preparedness responsibility to the Manager, Nuclear Training.

Rasponse The Training Department is continuing to refine the computerized tracking system used for emergency preparedness training.

This sytem was developed for use within the Department for convenience in scheduling training.

The VEGP records management system (RMS) is the official training records respository.

A-6 424/86-12-07 425/86-18-07 Establishing and documenting a provision for conducting appropriate training for non-licensee augmentation personnel (contractors, HPs, vendors, etc.) onsite arrival, in response to a request for assistance prior to their assimilation into the emergency organization.

Raoponse Site orientation training, to include familiarization with the VEGP Emergency Response Organization, will be provided for non-licensee augmentation personnel as soon as practical upon their arrival at the plant site.

A lesson plan for this training will be available not later than September 30, 1986.

Rasponse Procedure 91110-C, Duties of the Health Physics Supervisor (TSC), will be revised by 08/01/86 to " ensure that sufficient HP personnel are available in the OSC to survey an acceptable route for RET members between the OSC and the control point (or other point of plant entry) in the event of onsite radioactive contamination."

A-8 424/86-12-31 425/86-18-31 Installing a reliable emergency power source to the EOF.

R3sponse The installation of an emergency power source for the EOF has been evaluated.

A Bechtel Power Corporation study determined that the computed overall availability of the EOF data system is 0.995.

This exceeds the minimum availability of 0.99 that is required by paragraph 1.5 of NUREG-0696.

The data system availability takes into account the availability of the power supply to the EOF which is 0.999855 based on a Georgia Power Company study.

Since the data system availability exceeds that required by NUREG-0696, no emergency power source is required.

In the unlikely event of loss of power to the EOF, the backup EOF in Waynesboro will be utilized.

Rssponse Battery chargers will be provided at all locations where portable radios are used during an emergency (eg., OSC, Control Room, HP control point).

In some cases these chargers are used on a day-to-day basis and are not part of an emergency kit.

Completion date is 09/01/86.

A-16 424/86-12-44 425/86-18-44 Equipping the EOF kit with the capability to outfit a limited number of personnel for a plant entry.

This may be necessary in the event of HP area and Service Building evacuation.

Additional equipment should include full Protective clothing, SCBAs, and extremity dosimetry.

Rosponse The EOF kit contains protective clothing, dosimetry, and respirators with particulate filters.

SCBAs will not be stored at the EOF.

Procedure 91304-C will be revised to specify a 15 minute averaging time period for VEGP meteorological data used in dose assessment calculations.

The 60m level sigma-theta reference will be removed.

The revision will be completed by 09/01/86.

A-20 424/86-12-55 425/86=18-55 Specifying in the appropriate procedure (s), the expanded affected area of plume coverage considering uncertainties in wind direction and plume travel away from the vicinity of the plant.

( A minimum of 67-1/20 is typically assumed for affected area, with a larger area generally considered for low-wind speed or unsteady wind situations, or when offsite data sources are in use.)

Rssponse Procedure 91305-C specifies 67-1/20 as the minimum affected area.

A-21 424/86-12-51 425/86-18-51 Providing a written agreement between GPC and the NWS to document the role of NWS in emergency response.

Rosponse The National Weather Service has n->tified Georgia Power Company in writing that a formal written agreement with the NWS is not necessary.

NWS offices have been instructed in FCM-P15-1982, National Plan for Radiological Emergencies at Commercial Nuclear Power Plants, to " provide meteorological information to nuclear power plant officials within available resources."

A-22 424/86-12-52 425/86-18-52 Modifying procedures to reflect communication protocol in obtaining meteorological information (including forecasts) from the NWS and to reflect use of NWS information in dose assessment and protective action recommendations.

Response

i Procedure 91304-C will be revised to designate NWS Augusta as a possible source of meteorological information and the means of obtaining this information.

Procedure 91203-C will be revised to assign the Dose Assessment Manager the responsibility to obtain forecast information from NWS Augusta and the means of obtaining this information.

The Dose Assessment Manager will also consider the forecast information when determining protective action recommendations.

These procedures will be revised by 10/01/86.

A-23 424/86-12-53 425/86-18-53 Providing an alternate source (e.g., backup recorders or remote interrogation) of onsite meteorological data available to plant operators in the vicinity of the Control Room, in the event of failure of the ERF computer system.

(The sending of plant personnel to the meteorological tower i

and the verbal transfer of data may not be feasible in the event of severe weather, seismic activity or hydrologic events.)

Rssponse The Meteorological Monitoring System meets or exceeds all applicable design and qualification criteria provided in RG 1.97.

This system consists of primary and backup instrumented towers with data displayed at the Meteorological Service Building (MSB) and the ERF Computer terminals located in the Control Room, Technical Support Center, and Emergency Operations Facility.

An uninterruptible power supply to these towers is provided in the HSB.

This system has been designed to provide the

required reliable meteorological data.

The ERF computer is also supplied by an uninterruptible power supply backed up by a manual bus transfer to the security diesel.

Rosponse Fuel tank keys are now available for all designated emergency vehicles.

The keys will be kept in the OSC.

Rssponse All changes to the procedures now contain a side bar indicating any change since the last revision of the procedure.

A controlled copy of the VEGP Procedure table of contents provides a ready reference for the latest revision number for each procedure.

As the procedures are revised, a controlled copy of the Procedure table of contents is updated and distributed.

amended to state more clearly the way in which changes in Emergency Plan Implementing Procedures will be factored into l

As such changes are identified, supplementary training will be conducted in a manner appropriate to the changes in question.
