Dear Sir:

After reviewing the Draft E.I.S. I find that several items disturb me greatly.

1. Un' der " Aquatic Resources" on Page 3-1 no mention is made of the fact that Hunholdt Bay waters are extremely rich in planktonic life. Radio isotopes, especially chromium, manganese, cobalt, zinc and iodine, are accumulated by various planktons and are then passed up the food chain, being concentrated a little more with each step up the chain. This bay supports intensive sport clamming and a commercial oyster industry. These bivalves are filter feeders ingenting, metabolizing and thus concentrating the phytoplankton and zooplankton mentioned above.
2. Under " Terrestrial Resources" on page 3-2 the report ignores the fact that the South Bay directly to the south of the power plant is a migratory wildfowl refuge support-ing a large migratory duck and goose population and also the site of the largest remaining eel grass beds on the Pacific Coast.
3. n age 3-7: Ventilation exhausts from the refueling building, hot lab, hot machine shop and the radwaste tresement building operating area should be treated for they are a potential source of hot particulates.
4. I find it incomprehensible that the list of contributors to the draft E.I.S., on page 7-1, does not contain a single biologist, narine biologist, invertebrate zoologist or M.D. specializing in nuclear medicine. After all, we are concerned here primarily with an entire estuarine and marine ecosystem.

In summary then, I would suggest that the report is grossly inadequate in the above-nentioned areas and should be given time for additional public review and public hearings in Eureka where we can call upon the expertise of many well-informed citizens and unon the scholars of Hunholdt State University's Marine Lab.
