PILGRIM STATUS REPORT FOR THE PERIOD JULY 16-30, 1988 Enclosed is the Pilgrim bi-weekly status report from the NRC Resident Office at Pilgrim. Three resident inspectors monitored activities at the plant during the report period. During the week of July 18, 1988, onsite preparation for the NRC Integrated Assessment Team Inspection (IATI) was conducted. The IATI is scheduled to begin on - August 8,1988. On July 27, 1988, the NRC Region I issued the Systematic Assessment of Licensee Performance (SALP) report for Pilgrim covering the period of February 1,1987 through May 15, 1988. A copy of the report will be available at the Local Public Document Room.

The Pilgrim bi-weekly status report is intended to provide NRC management and-the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE 1ERIOD JULY 16-30, 1988 1.0 P__1_ a n t S t a t u s As of 8:00 a.m. , on July 30, 1988, the reactor was in the cold shutdown mode with moderator temperature about 94 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shutdown for maintenance and to make program improve-ments since April 12, 1986. The reactor core was completely defueled on February 13, 1987 to facilitat? extensive maintenance and modification of plant equipment. The licensee completed fuel reload on October 14, 1987.

Reinsta11ation of the reactor vessel internal components and the vessel head was followed by completion of the reactor vessel hydrostatic test.

The primary containment integrated leak rate test was also completed dur-ing the week of December 21, 1987. During this period, the licensee per-formed routine maintenance and surveillance tests. Some ongoing projects include: degraded voltage protection modifications, inspection of pipe flanges in response to NRC Balletin 88-05, and RHR low pressure coolant injection valve repair work.

3.0 Items _of Special Interest Pilgrim Systematic Assessment of Licensee Performance (SALP) Report issued On July 27, 1988, the NRC Region I issued the SALP report for Pilgrim covering the period of February 1,1987 through May 15, 1988. The SALP report contains the NRC assessment of the licensee's performance at Pilgrim Station. It is based on the collection of performance observa ,

tions and inspection results by the NRC inspectors and managers daring the 15\ month assessment period. During this SALP period, the NRC expended a total of 9698 direct inspection hours at Pilgrim. On July 5-6, 1988, a SALP Board composed of NRC management from Region I and the Of fice of Nuclear Reactor Regulation (NRR), was held to review these inspection results and observations.

A copy of the SALP Board Report will be available at the local public document room. The NRC has scheduled a SALP Management Meeting for 10:00 a.m., August 25, 1988, in Plymouth, Massachusetts to discuss the report with Itcensee senior management. U Enclosure 2 NRC Assessment Panel Meeting i

A NRC Assessment Panel meeting for Pilgrim was held on July 26, 1988, at i the NRC Region I offices in King of Prussia, Pennsylvania. NRC management l from Region I, NRR and the NRC resident staff participated via telecon-l ference. The NRC Assessment Panel meets periodically to coordinate preplanning and execution of NRC inspection and licensing activities related to Pilgrim. The Panel is chaired by Mr. Samuel J. Collins, Deputy Director, Division of Reactor projects, NRC Region I.

Scheduled NRC Integrated Assessment Team Inspection (IATI)

During the week of July 18, 1988, onsite preparation for the IATI was con-ducted. The team members toured the station with the resident inspectors and held inspection planning meetings onsite. The NRC has tentatively scheduled a comprehensive IATI to begin or August 8,1988. The IATI will independently review the licensee's readiness for restart. Development of an NRC staff recommendation to the Commission relative to restart will be based in part, on the SALP and IATI results.

The team will consist of a senior manager, inspection team leader, four shift inspectors, and several specialist inspectors from both Region I and the Office of Nuclear Reactor Regulation. The Senior Manager will be Mr. Samuel J. Collins, Deputy Director, Division of Reactor Projects, l Region I, and the Team Leader will be Mr. A. Randy Blough, Section Chief, i Reactor Projects Section No. 38, Region I.

Arrangements have been made for a representative from the Commonwealth of Massachusetts to be on the team as an observer throughout the IATI.

4.0 Emergency Notification System (ENS) Report On July 19, 1988, licensee engineering personnel identified that deficient solenoid valves had been installed in four applications at Pilgrim. During a review of NRC Information Notice 88-24, "Failures of Air Operated Valves Affecting Safety-Related Systems", the licensee identified four applic.tions in which the maximum design operating differential pressure of the solenoid valves was below the differential pressure which could be developed with normal station instrument air. Licensee engineers postulated that operation above their design pressure could result in failure of the solemid valves to adequately operate when needed. Two of the solenoid valves are installed on the Control Room High Efficiency Air Filtration System and one is installed in the Standby Gas Treatment System. These valves are used for damper control. The remaining solenoid valve provides motive air to the inboard containment isolation valve on a reactor water sample line. While no failure of the valves to operate actually occurred, the licensee informed the NRC via ENS of this potential problem.

The results of these inspector activities will be documented in the NRC inspection report 50-293/88-27.
