Dear Mr. Jones:
Thank you for your letter of April 15,1999, " Comments on Performance-Based Approaches to Regulation." I appreciate your taking the time to attend the stakeholders meeting and then offering thoughtful suggestions on how new ideas on the subject matter could be explored.
We have examined the suggestions you offered and find that they deserve to be looked into further. Your idea of using " collateral" or " composite" indexes as figures of merit for application in performance-based regulation was not being considered prior to your suggestion. We agree that the areas of design verification, backlog performance, work cycle trending and training performance contained in your suggestion are important concepts to be addressed. We will consider your comments as we proceed with developing performance-based approaches to regulation.
