STAFF REQUIREMENTS - BRIEFING ON SAFEGUARDS PERFORMANCE ASSESSMENT,10:00 A.M., WEDNESDAY, MAY 5,1999. COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)
The Commission was briefed by the NRC staff (including the author of a differing professional opinion, David Orrik) on Safeguards Performance Assessment. NEl and the Nuclear Control Institute (NCl) also provided comments to the Commission. At the meeting, the Commission emphasized the importance of continuing to have the NRC observe some portion of the drills and exercises to be required under the future Safeguards Performance Assessment program.
In the upcoming staff proposal on the baseline reactor inspection program, the staff should include a specific recommendation on the baseline frequency of NRC inspector observation of these drills and exercises. The Commission will provide further guidance on this subject in the Staff Requirements Memorandum for SECY-99-024," Recommendations of the Safeguards Performance Assessment Task Force I
