COMSECY-99-014 - DRAFT PRESS RELEASE AND FEDERAL REGISTER NOTICE TO SOLICIT QUALIFIED CANDIDATES FOR THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS I support the draft press release and Federal Reaister Notice (FRN), subject to edits discussed with my staff and Dr. Larkins, ACRS. Specifically, as currently drafted, the sentence structure (e.g., in the press release, third paragraph, second sentence) could be interpreted that the NRC is looking solely for " individuals with 15-20 years of specific experience, including graduate level education, in the application of risk methods" to various aspects of " nuclear plant systems." Dr. Larkins agreed that there was a chance of confusion and stated that such a narrow focus had not been the intent of the ACRS.
With the sentences in the press release and FRN redrafted, for example, by using semi-colons or reordering the phrases, to clarify that the NRC is not limiting applications to those who have extensive experience in the application of risk methods, I approve COMSECY-99-014.
