IE INSPECTION OF TERA DESIGN ADEQUACY PROGRAM The Design Adequacy Program (DAP) is covered in DSAPs VIII through XI, and includes both self-initiated and external source issue reviews.

IE han performed in-process inspections of TERA's reviews

~

under these DSAPs.

Inspection Report 50-445/86-19, 50-446/86-16 dated l

November 4,1986 documents the most recent inspections.

The emphasis 1

of IE's inspections to date has been to assess whether (1) the TERA review samples were representative of architect-engineer design activities and (2) the reviews had adequate depth.

Future IE inspections will follow-up with respect to open items from previous IE inspections, and will assess the development and imple-mentation of corrective nettons resulting from both external source issues and the self-initiated program.

IE's schedule for these inspections is i

dependent on the pmgress of corrective actions as well as CPRT l

third-party review of the corrective actions: 1.e., the latter is an element l

of the DSAPs which IE is also assessing.

l l

l

. p 5.

REGION IV PROGRESS Region IV's inspection of the CPRT Program and Issue-Specific Action Plan implementation continues to be conducted in the following three areas:

Results Reports and Issue-Specific Action Plans (ISAPs)

ISAP VII.c Construction Reinspection / Documentation Review Plan CPRT Onsite QA/QC Activities As noted in the Staff's First Progress Report, Region IV's completion of inspection activities related to the results reports and ISAP VII.c is dependent on the CPRT schedule.

Region IV has completed the planned inspections of ISAP VII.c construction reinspection activities relative to evaluation of Evaluation Research Corporation (ERC) performance of inspections and doumeNtation reviews. Region IV inspections of ISAP VII.c will now concentrate on ERC data compilation, assessment of deviations, and reporting of reinspection conclusions.

A total of 23 allegations have been assessed by the Staff in currently issued inspection reports.

l

!!. ANNOTATED BIBLIOGRAPHY The following annotated bibliography is a computer-generated report i

prepared from the NRC's document control system.

It lists all documents originated by NRC that have been sent to Applicants relating to Comanche

,1 I

I I

y Peak that

  • were indexed during the period October 16, 1986 to December 16, 1986, inclusive. II As explained in the Staff's First Progress Report, the listing of any particular document does not constitute a determination by the Staff of the document's relevance to either the OL or CP extension proceedings.

Respectfully submitted, Richard G. Bachmann

~

Counsel for NRC Staff Dated at Bethesda, Maryland this 23rd day of Decemoer,1986 r

1/

It should be noted that there is a delay between the issuance of

~

documents and the actual indexing onto the document control system.

Thus the list may not contain all documents sent through this period.

Later-dated documents will appear in subsequent bibliographies.
