In the event of an accident at the Millstone Nuclear Power Sta-tion, primary Accident Assessment wtll be performed by power station personnel . Information relative to offsite consequen-ces will be transmitted directly to the Chief Executive of

, fishers Island.

Fishers Island personnel may become involved in secondary Acet-dent Assessment for State of Connecticut Incident Classes Alpha, Bravo, Charlie One, and Charlie Two. The Chief Executive will consult with the Fishers Island Disaster Preparedness Coordinator (DPC) and the State of New York Office of Disaster Preparedness (ODP) to determine the Island's ecle.

If determined necessary, the Chief "xecutive will assist the New York State Departments of Health, and Agriculture and Mar-kets in sampling of the Island's surface water and fresh pro-duce. This assistance will consist of directing State sample collection teams to appropriate locations.

B. Notifiestion and Communication The Chief Executive, or the First Alternate, will be directly notified of an accident at the Millstone Nuclear Power Station via radiopager f rom the Millstone Nuclear Power Station and by radio, telephone or personal contact from t.aa Fire Chief.

Notification will occur for State of Cm t Incident Classes Alpha, Bravo, Charlie One, Ct. 1 Delta. The radiopager system provides for 24-hove In the event that the radiopager system is inoperatt... .e Suffolk County Office of Emergency Preparedness will notify the Chief Executive by telephone.

Following initial notification, the Chief Executive will tele-phone the Millstone Nuclear Power Station in order to obtain additional information and to acknowledge receipt of the notification. From the information received, he will complete an Incident Report Form. For a Class Delta incident, the Chief Executive will not need to take further action.

In the event of a State of Connecticut Incident Class Alpha, Bravo, Charlie One, or Charlie Two, the Chief Executive will contact the DPC by telephone or personal contact, and instruct him to report to the Emergency Operations Center (EOC) at the Fishers Island Firehouse. The alternate EOC is at Fishers Island School. The Chief Executtve will also report to the EOC.

The Chief Executive will notify the Fire Chief by telephone or personal contact, and direct him to authortze Communications to contact the heads of the emergency response agencies specified 401.1-1 N

K01202 These agency heads will be instructed according to the severity of the acet-dent to: 1) alert their personnel to standby or 2) to inittate specific radiological emergency response proce,dures. The Chief Executive may, through the Fire Chief and Communications, direct Island agency heads to also report to the E0C.

Appropetate media announcements relative to Protective Actions will be made via radio or televtston by the Chief Executive, or an alternate Public Information Of ficer (PIO), through the Media Center at the State'of Connecticut Armory in Hartford.

Comnunications will be maintained between the Chief Executive and Island agency heads from the EOC by telephone, radio or' personal contact. Alternate telephone numbers and radio f requencies are provided for 24-hour coverage.

Appropriate New York State agencies will be contacted through the 0DP via radio or telephone.

C. Command and Coordination The Chief Executive will be in command of Fishers Island's radiological emergency responses with assistance from the DPC.

The Chief Executive will also establish, or authorize the DPC to establish, liaison with Suffolk County and the appropriate New York State agencies.

D. Protective Actions The Chief Executive will decide which Protective Actions to implement with guidance from the DPC, Island agency heads, and the New York ODP. The Protective Actions determined necessary to protect the public health and safety will be implemented at the direction of the Chief Executive. These actions are ba:ed on the recommended Protective Actions for each of the State of Connecticut Incident Classes as they are designated for offsite a f fected areas. These recommended State of Connecticut Protec-tive Actions are specified in Table 103-1 of the 100 Series.

If Protective Actions are necessary, the Chief Executive will alert the public via a public alerting system. The Chief Executive may also direct the Fire Chief to supplement the notification of the public via public address systems, or by direct contact.

The public will also be advised of the situatton by radio or televisien messages issued by the Chief Executive or destgnateJ PIO through the Media Center. The messages will identify pro-eedures and Host Communities in case Evacuation is necessary.

These procedures and the predesignated Host Communities are speciited in the Fishers Island Standard Operations Procedures.

Revision 1 Date: G/01 Fishers Island The Chief Executive will direct the DPC to activate shelters in the case of Take Shelter actions and to arrange for transporta-tion off the Island in case of Evacuation.

The Chief Executive will implement Access Control measures is necessary. Designated control points are specifted in the Fishers Island Standard Operating Procedures.

Should the New York State Health recommend the implemen'tation of Food, Water, Milk, and Livestock Feed Control measures, the Chief Executive will institute the necessary interdiettve con-trols.

E. Parallel Actions The Chief Executive will direct the implementation of the appropriate Parallel Actions if Take Shelter or Evacuation is determined necessary. Each Agency's response assignments are specified in the 200 Series Agency Responsibility Matrix.

The Chief Executive will be notified by the State CDP, through the DPC, that Reentry and Recovery may be initiated. The Chief Executive will direct the DPC to notify local agency heads to assist residents in the return to normal conditions. The Chief Executive, or cesignated alternate PIO, will make appropriate public media releases through the Media Center. The New Ycrk PIO will be informed of any media releases.

F. Emergency Plan Maintenance Tne Chief Executive is responsible f-- 'ng to the DPC appropriate changes to the Chief Ext. .:n of the Fishers Island Radiological Emergency .u., ..t Fian and Stand-ard Operating Procedures. The DPC is responsible for updating and maintaining the RERP and Procedures.

G. Training, Drills and Exercises The Chief Executive is responsible for ensuring that the DPC schedules training classes and sessions for Island radiological emergency personnel. He will also participate in drills and exercises coordinated through the New York State ODP.

Date: 8/81 Tishers island 401.2 DISASTER PRIPAREDNESS/ RADIOLOGICAL DEPLNSE OFFICER K01204 A. Accident Assessment Primary Accident Assessment is the responsibility of the Mtil-stone Nuclear Power Station. Pishers Island may bercee involve 1 in secondary Accident Assessment. This involvement will consist of assisting sampling teams from New York State agencies.

Disaster Preparedness will be the Fishers Island coordinating agency for the sampling of surface water and produce. Actual sample taking is performed by Accident Assessment teams from the New York State Departments of Health, and Agriculture and Markets. The Chief Executive and the Electric Company President will help direct State personnel to sampling locations.

B. Notification and Communication  !

The Disaster Preparedness Coordinator (DPC), or alternate, will be nottfied of an accident at the Millstone Nuclear Power Sta-tion by tne Chief Executive via teler'- e or personal contact.

He will verify the message by - ntts on or a return call to the Chief Executive. .atructed, the DPC will report to the Emergency Operations Canter (EOC) at the Fire Station or the alternate EOC at Fishers Island School.

The DPC will maintain communications with Island response agen-cies, State agencies and'netghboring te.ns by radio, telephone or personal contact.

C. Command and Coordination The DPC will coordinate the Island's radiological emergency responses under the command of the Chief Executive.

Should outside assistance be required, the DPC,if so authorized by the Chief Executive, will contact the Suffolk Ccanty Office of Emergency Preparedness. . If additional aid is needed, the DPC will contact the New York State ODP, or the U.S. Navy, via radio or telephone.

D. Protective Actions The Disaster Preparedness Coordinator will assist the Chief Executive in determining the appropriate Protective Actions from the information received from the Millstone Nuclear Power Station, and the New York State ODP. He will also confirm key and support agency assignments for the recommended Protective Actions, and coordinate the implementation of the emerger.cy responses.

If Take Shelter or Evacuatten as determined to be necessary, the DPC will coordinate the efforts of the fire Department and the Resident State frooper (RST)/ Constables an the supplemental 401. .'- I C;'C1821

He will also advise the Chtef Executive on the situation, and identify shelters, relocation centers and evacuation methods to be used. The DPC will coordinate the activation of the predesignated relocation centers within the Host Communities. The transportation resources of the School Department and the Terry District will be utilized and coordinated through the DPC if Evacuation of the Island is necessary.

Working with the RST or Constables, the DPC will also coordinate the implementation of Access Control measures. Designated cen-trol points are identified in the Fishers Island Standard Operating Procedures.

In the event that Food, Water, Milk, and Livestock Feed Control measures are determined to be necessary based on the assessments and recommendations of the New York State Health Departoeot, the DFC will coordinate the interdictive controls ordered by the Chief Executive. The Chief Executive, or alternate Public Information Officer (P!0,', will issue appropriate radio and t'elevision announcements, through the Media Center (the State of Connecticut Armory in Hartford) to advise the public of these controls. The New York State PIO will be informed of any media release.

Disaster Preparedness, as the key agency for Radiation Exposure Control, will assist the Chief Executive in determining the appropriate emergency responses for this function. The Radio-logical Defense Officer (RDO), will be responsible for issuing dostmeters to emergency workers at the EOC, and will monitor and record emergency worker exposure.

The RDO will also coordinate the establishment of decontamina-tion centers at the Fishers Island School for emergency workers, and at the fire Station for equipment and materials. Decontam-ination procedures are specified in Section 402. The RDO will coordinate the efforts of the support agencies identified in the 200 Series Agency Responsibility Matrix.

In the event of Evacuation, precesignated monitoring and decon-tamination facilities wtll be available in the Host Communities.

The Fire Chief vill notify Communications and instruct them to contact and alertFirethem Department and Emergency Medical Service personnel to respond as the situation warrants. Also, if directed by the Chief Executive, the Fire Chief will instruct Conaunteations to notif y the Island's agency heads. EOC for a dosimeter K01208 reading and, if necessary, a thyroid Decontamination facilities fer emergency workers will be pro-vided at Fishers Island School, and at the Fire Station for equipment and vehicles. Decontamination procedures are con-tained in Section 402. In the event of Evacuation, predesigned monitoring and decontamination facilities will be provided in the Host Communities.

D. Parallel Actions in the event of Take Shelter or Evacuation, the Fire Depart-ment / Emergency Medical Service will be the key Island agency for Emergency Medical Services, Social Services, and Fire and Rescue actions.

Emergency Medical fechnicians (EMTs) will provide Emergency Medical Services as regatred. If necessary, the Emergency Medical Boat will be used to transport injured persons to Law-rence and Memortal Hospitals in New London, Connecticut, or to The Villiam V. Backus Hospttal in Norwich, Connecticut, as the situation dictates. The Fire Department will provide transpor-tation of any needed emergency medical supplies. The Fire Chief will notify the DPC, through the EOC, as assignments are completed.

If Take Shelter is implemented, the Fire Department's Social Services function will consist of the transportation of food and necessary emergency supplies. The Fire Chief will notify the DPC, through the EOC, as assignments are completed.

The Fire Department will also be responsible for Fire and Rescue operations. The Highway Department will provide equipment for removing wreckage in the event of an accident er fire. The Fire Chief will coordinate the activities of Fire and Highway Department personnel, and will nottfy the DPC, through the EOC, as assignments are completed.

The Fire Department is a support agency for Radiation Exposure Control, Law Enforcement and Crime Prevention, and Reentry and Recovery.

The Department will support the RDO in Radiation Exposure Con-trol by assisting in the establishment of emergency worker monitoring and decontamination centers at Fishers Island School and the Fire Station, as directed by the RDO. The Department will also aid in the decontamtnation of emergency workers, equipinent and vehicles. Decontamination procedures are contained in Secticn 402. The Fire Chief will notify the DPC, through the EOC, as assignments are completed.

Notification and Communication The Resident State Trocper (RST) or the Constables will be notified of an accident at the flillstone Nucles: Power Station, if necessary, by Communications via radio or tetephone. The message will be verified by votee recognition or call back.

Following nottfication, the RST and/or the Censtables wt'l report to the Emergency Operations Center (40C) at the Fire Station, or the alternate E0C at the school, it so instructed by the Chief Executive.

The RST and the Constable will maintain communications with each other, and with the EOC, by radio, telephone or personal contact.

B. Command and Coordination The RST will be the primary radiological emertency response police offtetal during the six (6) months pericd tnat he is stationed on Fishers Island. He will be supported by'the Con-stables . luring this period, and by another RST during the sum-mer season.

During the period while the RST is not statiened on the Island, the Constables will be the primary radiological response police officials. Should the Constables reqinca 'ssistance, they will re guest aid f rom the New York Stat- -ough Communi-cations, after authorization from :tive.

The RST/ Constables will provide normal police services and will control the flow of traffic. The Fire Department will lend support by providing personnel and equipment for establishing traffic control points. Designated control points are identified in the Fishers Island Standard Operating Procedures.

In Reentry and Recovery, the School Department and Ferry District will provide transportation services as necessary.

The RST or Constables will coordinate the activities of the support agencies identified in the 200 Series Agency Responsibi-lity Matrix, and will notify the DPC. through the EOC, as assignments are completed.

The RST and Constables will ebtain dosimeters from the RDO at the EOC prior to entering af fected areas. They will report back to the EOC af ter completing assignments for monitoring.
