Reference (a) requested additional information regarding the predicted performance of the essential service water system cooling towers under limited atmospheric conditions. Enclosed are the responses to the request for additional information. Please direct any questions regarding this matter to this office. r-ENCLOSURE Ouestion 1: Provide the original tower performance data. Response: Curves of approach temperature versus wet bulb temperature are shown in Attachments A and B. These curves represent the original tower performance characteristics as provided by the tower vendor, ceramic Cooling Tower Company. Question 2: Describe the modifications that have been made to the towers and the impact of the modifications on tower performance. Response: Modifications were made to the cooling towers to provide tornado missile protection. The changes are described in Attachment C. The net effect of the changes is estimated to be about a 19% reduction in air flow area. Question 3: Describe the method used to develop Figure 1 of your November 3, 1986 submittal.

Response

Figure 1 of the November 3, 1986 submittal to the NRC was derived from the attached cooling tower performance curves (Attachment D). Ceramic Cooling Tower Company used the preoperational test data provided in response to Question 4 to develop these curves. Taking the cold water temperature at the maximum design value of 98'F and using wet bulb temperature as an independent parameter, corresponding values of the range were determined. For example, at a wet bulb temperature of 68'F, the range is approximately 30*F. This corresponds to a heat removal capability of 780M BTU / hour with four cells of a single tower in operation. If one cell is inoperable, then the tower capability is assumed to be reduced by a conservative factor of 25%, neglecting any natural draft cooling benefit. The three cell operation curve is thus derived by multiplying the four cell heat removal capability by the factor of 0.75. Question 4: Provide the data from the preoperational testing of the towers and the method used for extrapolating this data. Response: The data obtained from the preoperational test is shown in Attachments E and F. Extrapolation of the data was performed by the cooling tower vendor using a proprietary computer code. Question 5: Provide any operating data from similar towers, with similar modifications, that is available. Response: We have no knowledge of other similar towers. 2549K
