Dear Mr. Phillips:

The purpose of this letter is to follow-up on our previous correspondence to you regarding the course of action that NRC plans to take with respect to the review of Stock Company's Topical Report entitled "Stock Equipment Company Waste Solidification Process for Low-Level Radioactive Waste-Generic Waste Form Certification Test Results."

We have rece; sed your recent letter dated May 31, 1988, regarding Stock's Topical Report.

It is unfortunate that your letter does not provide the substantive supporting data on the maximum waste 1cading and the corresponding maximum and minimum waste / binder ratios for the Stock waste stream formulations that we had requested in our letters of December 21, 1987, and March 1, 1988.

We are also perplexed that you have not made an effort to directly contact the NRC either in writing or by telephone on the important issues that are addressed in our letters. Granted, you have properly brought to our attention in the past certain problems in waste cement solidification related to the curing period, oven curing versus immersion and the adverse effects of resins heavily loaded with boric acid. Our problem is that the Stock Topical Report does not provide sufficient information to demonstrate that these concerns are being adequately addressed.

We have been assisted in the review of your To)ical Report by our consultant, Brookhaven National Laboratory (BN.). The major review findings on the Topical Report from BNL's preliminary efforts included the followir.g:

(1) that of the seven solidified waste forms that Stock was seeking to qualify, the testing required by the May 1983 Branch Technical Position on Waste Form had been fully completed for only three of the proposed formulations; (2) there was an absence of baseline compressive strength test results before subjecting the specimens to the various treatments (radiation, thermal cycling, inriersion, etc.) that, if available, aration of extended curing effects from those of the wouldhavepermittedsep(3)therearequestionsontheappropriatenessof degrading environment; specimen preparations and results in leach testing; and (4) there is concern for the cause of the dramatic loss in compressive strengths following biodegradation and imersion testing of the solidified cation bead resins and the mixed bed powered resins. Enclosed herewith is a draft copy of the issues raised by BNL.

In view of the conditions that we have described above, and your lack of responsiveness to our repeated requests for further information and better connunication, we have decided to discontinue our review of the Stock Company's Topical Re3 ort and to return your Topical Report under separate cover. We suggest t1at if Stock Equipment Company has a further interest in qualifying their cement solidification redium, a new topical report should be submitted that addresses all the issues and that provides all the necessary data and analyses. The enclosure should serve as a guide in developing the report.
