Dear Mr. Roitman:
In your letter of February 1,1988, you raised several technical points regarding the Durango remedial action project. We have carefully reviewed your letter and agree that your points merit further consideration. As you know, we have not fuliy concurred in DOE's proposed remedial action for Durango.
The issue of infiltration, which you discussed ir. your letter, is open and will need to be resolved before NRC can provide DOE with final concurrence. As a result, DOE will be providing additional technical information on the Durango site for NRC review. The technical issues you have raised will be carefully considered as a part of our final review and we will be in touch with you to discuss these issues prior to our transmitting a final decision to 00E.
We appreciate your letter and your concern. The deliberative process is improved when independent technical staff provide their conclusions and interpretations to the implementing and oversight agencies.
