October 31, 1983 MEMORANDUM TO THE FILES FROM:
William J. Dircks Executive Director for Operations
SUBJECT:
MEETING WITH JOHN O' LEARY AND JIM LIEBERMAN/ ATTORNEY GENERAL, GPU John O' Leary and Jim Lieberman met with me in regard to TMI-1.
The purpose of the meeting was to review the meeting they just had with Harold Denton and to determine from my perspective whether I would agree on resolution of issues discussed at that meeting.
Those issues were:
(1) Were the staff views regarding integrity vs. competence still as represented in the June 7, 1983 memo to the Commission? My answer was yes.
(2)
If the Comission had accepted that position, how long would it take for staff to make final determination regarding safety of TMI-1? Harold Denton said 30-60 days. Would I agree.
I said yes.
(3) Harold said staff would not want to make any further proposals to the Comission in view of Comission action turning down our June 7 proposal.
Would I agree? My answer was yes.
(4)
If we were not going to make any more proposals, is there anyone they could contact about seeing if they could determine what else the Comission may be seeking from them in lieu of conditions, etc.?
I suggested Jack Zerbe/0PE or Herzel Plaine/0GC.
