c NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555

%w /

%, 8 JUN 151333 MEMDRANDUM FOR: Files FROM: Victor Stello, Jr.

Deputy Executive Director Regional Operations and Generic Requirements

SUBJECT:

HARTMAN ALLEGATIONS In preparing responses to the memo from Comissioner Gilinsky dated May 31, 1983, regarding the Hartman Allegations, I communicated with three of the Comissioners who were in office at the time of our investigation into the Hartman Allegation beginning in March of 1980.

The purpose of the telephone conversations was to attempt to gain an understanding of the general impression each of the Commissioners had regarding the Hartman Allegations.

These impressions are reported below: .

1. Comissioner Bradford could not recall specific conysrsations' on the subject but was aware that they were discussed and 'fiad the general impression that the Hartman allegations were serious and might have grave consequences. -
2. Commissioner Ahearne recalled specific conversation's between myself and he, who at that time was Chairman. He indicated that he was not surprised that Tim Martin held a view that he stated in a Comission meeting on May 24, 1983, and did have recollection of conversations on this subject.
3. Comissioner Hendrie did not have specific recollection of conversations l but he did have general recollection that he was fully informed at that l time and offered to provide a letter to the Commission if needed. I indicated that if that would be necessary I would comunicate with him I later.
4. Comissioner Kennedy was unavailable since he was out of the country and was not expected to return until June 20, 1983.

The remaining Commissioner at that time was Comissioner Gilinsky, and since the response was being prepared for Comissioner Gilinsky, no attempt was L made to get his recollection.
