CHAIRMAN'S RESPONSE TO AUGUST 1, 1983 LETTER FROM CONGRESSMEN UDALL AND MARKEY CONCERNING THE HARTMAN ALLEGATIONS Enclosed is the proposed response to the August 1,1983 letter from Congressmen Udall and Markey concerning the Hartman allegations.
Extra-ordinary efforts have been made to obtain the concurrences of all the appropriate NRC offices.
The delay in presenting this draft response to you is attributed largely to the difficulties in drafting answers to the questions to the satisfaction of all the offices.
In addition, developing circumstances during the course of preparing the draft (e.g., Board Notifications (BN 83-138, 138A) on falsification of the leak rate data at TMI Unit I) 'have led to continued factual updating of the draft. This proposed response has been concurred in by all the appropriate offices except for 01A which does not concur in the proposed answer to Question 3 regarding the difference of opinion between the NRC/Jtd the Departnent of Justice on whether the NRC should have resumed its TTrvestigation into the Hartman allegations in October 1981.
