' NOTICE OF VIOLATION Sacramento Municipal Utility District License No. DPR-54 P. O. Box 15830 Docket No. 50-312 Sacramento, California 95813

As a result of the inspection conducted during the period of October 27 through November 6, 1986, and telephone discussions of November-19-20, 1986, and in accordance with NRC Enforcement Policy 10 CFR, Part 2, Appendix C, the following violations were identified:

A. 10 CFR Part 20.20_3(f)(1) requires that containers of licensed material shall bear a durable, clearly visible label identifying the radioactive contents. 10 CFR Part 20.203(f)(2) requires that the labels should provide sufficient information to permit individuals handling or using the containers, or working in the vicinity thereof, to take precautions to avoid or minimize exposures.

Contrary to the above, on October 29, 1986 process radiation monitoring instruments R15003 and R15007 contained licensed radioactive check sources and did not bear labels with the information specified in 10 CFR Part 20.203(f)(2).

This is a Severity Level V Violation (Supplement IV).

B. Technical Specifications (TS), Section 6.8.1, reads in part: " Written procedures shall be established, implemented and maintained covering the activities referenced below: (a) The applicable procedures recommended in Appendix A of Regulatory Guide 1.33, November 1972." RG 1.33, Appendix A, Item H (1) & (2) lists examples of equipment for which procedures shall be provided to insure measuring and testing devices are properly controlled, calibrated, and adjusted at specific periods to maintain accuracy. Item H (1) & (2)(a):(28), (29), and (30) includes equipment such as area, process, and environmental radiation monitoring instruments.

Contrary to the above, procedures for surveillance tests, inspection and calibrations have not been established for radiation monitoring systems R15701 aad R15702. These monitors are used to initiate the Control Room / Technical Support Center emergency filtering system on a high radiation signal.

This is a Severity Level IV Violation (Supplement I).

With respect to Item A, pursuant to the provisions of 10 CFR 2.201, no response is necessary in view of the timely manner in which you corrected the item. With respect to Item B, Sacramento Municipal Utility District is hereby required to submit to this office within thirty days of the date of the Notice, a written statement or explanation addressing the alleged violation including: (1) the corrective steps which have been taken and the results 8612300302 861212 gDR ADOCK 05000312 PDR

Consideration may be given to extending your response' time for good cause shown.
