50-328 SEQUOYAH NUCLEAR PLANT - TECHNICAL SPECIFICATION CHANGE 71 - AUKILIARY FEEDWATER PUMP PRESSURE DROP REQUIREMENTS Dy our letter dated July 24, 1986 we requested changes to the Sequoyah Nuclear Plant units 1 and 2 technical specifications that would delete specific differential pressure values required by SR 4.7.1.2.a.1 and SR 4.7.1.2.a.2 to prove operability of the motor-driven and steam turbine-driven auxiliary feedwater pumps.

In that letter, we identified that the required specific differential pressure values would be contained within the appropriate plant instructions.

During a telephone conference call held on October 31, 1986 between J. Holonich of NRC and M. Burzynski of TVA, we were advised that NRC could not approve the proposed technical specification change in the form that it was originally submitted. We are, therefore, withdrawing the subject proposed technical specification change.

The present technical specification test requirements for the motor-driven pumps are less restrictive than those necessary to meet system performance requirements.

This situation has occurred because TVA has modified the pump runout protection from pressure control valves to cavitating venturies so as to address reliability problems associated with valves in that system. TVA plans to resubmit a technical specification that will replace the current specific differential pressure values to prove operability of the motor-driven auxiliary feedwater pumps with values obtained from startup testing. This action will ensure that the differential pressure values given for the auxiliary feedwater pumps in the technical specifications are adequately restrictive to meet system performance requirements.

Furthermore, TVA will also use the differential pressure values obtained during testing to ensure motor-driven pump operability during the time required to process the technical specification change.
