Martin Regional Administrator, Region V U.S. Nuclear Regulatory Conunission 1415 Maria Lano, Suite 210 Walnut Creek CA 94596-5368 Dele Mr. Martin:

Nuclear Regulatory Commission (NRC)Bulletin 88-02, Rapidly Propagating Fatiguo Cracks in Steam Generator Tubos By our lotter (Cockfield to Hartin) of March 11, 1988, Portland General Electric (PCE) requested an extension of the schedulo for responding to the subject bulletin. Our proposed schedule was based on the time required to evaluato inspection data from the D steam generator obtained during the 1988 refueling and maintenance outago and to perform the required detailed analyses.

In March, we anticipated submitting the information coquestod by Bulletin 88-02 by July 31, 1988.

Due to vendor delays, we will not be able to meet this schedulo.

PGE has contracted with two companies for deta compilation, review and analysis. While our original schedulo called for the companies to work in parallel as much as practical, in actuality, the work has had to bo per-formed consecutively; io, the product of one company's review is input for the other.

The company performing the review of previous oddy current testing data has been delayed because of a backlog of sitellar work for other utilities. Work to be performed by the second company has thus been similarly delayed. We have experienced additional delays due to contract negotiations, propriotary information agrooments, and requests to reformat data.

Data review is now scheduled to be completo by the end of July.

The analysis will require approximately two calendar months to perform follow-ing completion of data review.
