Dear Mr. Youngblood:

In the Matter of

)

Docket Nos. 50-327 Tennessee Valley Authority

)

50-328 SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 - DRAFT SAFETY EVALUATION REPORT (SER) ON ENVIRONMENTAL QUALIFICATION (EQ)

In your letter to S. A. White dated December 5,1986 transmitting the subject SER, you requested that TVA respond to nine confirmatory items listed in the SER within four weeks of the date of your letter (January 2,1987) or provide a proposed date in writing within one week (December 12, 1986) if TVA cannot meet the 4-week request. The confirmatory items include all remaining field work and various technical issues.

In a telephone conference call held December 10, 1986 between Sequoyah's Site Licensing Staff and the NRC Staff, clarification of the request was provided by NRC's project manager for this SER, Joseph Holonich. The response requested by NRC is TVA's certification that the nine confirmatory items are completed or resolved not a response providing interim status. TVA's efforts to resolve / complete these items are ongoing but will not be completed by January 2, 1987. As agreed to in the previously referenced conference call, TVA will therefore provide the requested certification to these items as part of the 10 CFR 50.49 certification submittal currently identified under the NRC SECY Plan for the February 1987 timeframe.

It was also agreed that the response provided herein should be made to NRC in writing by December 19, 1986 because the initial 1-week response request did not allow adequate time for TVA's evaluation of the request and subsequent response preparation, concurrence, and submittal.
