SUBJECT:
COMMISSION PAPER ON THE WEST VALLEY DEMONSTRATION PROJECT On June 3,1988, Jack Baublitz, of the U.S. Department of Energy briefed the Comission on the West Valley Demonstration Project. After the briefing, the Chairman asked that the staff prepare an Information Paper on this topic.
The Chairman's request is reflected in the enclosed Staff Re Memorandum from the Secretary dated June 14, 1988 (ED0)-348)quirements We request your input with respect to your Division's activities on the West Valley Project. We believe that the paper should consist of a sumary of the NRC role and activities (current and projected) with appendices to provide more detail on (1) process safety reviews and monitoring, including Region I actions; (2) low-level waste activities and issues; and (3) activities regarding high-level waste form evaluations.
We will prepare the information for item (1) above.
With your respective inputs on items (2) and (3), we will prepare the summary for your review and concurrence.
We would like your portion of the paper by August 5, 1988, in order that we can provide the proposed Comission Paper to the Director, NMSS, on the scheduled date of August 10.
For your information and use, we also are enclosing copies of the Comission Information Paper (SECY-88-151) that was prepared prior to the Commission Briefing by Mr. Baublitz, which included some background information on the West Valley Project.

The Commission was briefed by the Department of Energy on the following radioactive waste programs:
- The Uranium Mill Tailings Remedial Action (UMTRA)
Prograro;
- The West Valley Demonstration Project; and
- The Commercial Low-Level Waste Program.
Presentations by the Department of Energy were made by the following:
- John E.
Baublitz, Acting Director Office of Remedial Action and Wacce Technology
- Joseph A. Coleman, Director Division of Waste Technolog; Projects Chairman Zech requested the sta'.f to submit a Commission paper on NRC activities and resources relating to the West Valley Demonstration Project.

Chairman Zech and Commissioner Carr requested the staff to be alert to cost considerations on the three subject projects, as they may differ from the original projections, and keep the Commission updated on any significant change.

- Commissioner Carr emphasized to DOE that in times of limited resources, DOE should continue prioritizing efforts in order for the NRC staff to focus its limited resources on the most j
important activities.
Commissioner Carr also encouraged DOE to pursue the most cost effective remedial actions consistent with 4
potential risk to the public health and safety.
