As was noted yesterday in LILCO's motion requesting a con-ference of counsel to discuss discovery matters, LILCO has been deluged with a series of last-minute designations of. witnesses by Intervenors.
Discovery of their proposed testimony is not yet complete.
In addition, the Board's Order.of December 11 substan-tially expands the scope of this proceeding by requiring explora-tion of the noval question of whether the February 13, 1986 exer-cise was a full participation exercise.
As a result, LILCO has not yet been able to assess fully its needs for or to finalize arrangements for specialized expert witnesses it may need to present in these areas.
LILCO's problems in finalizing witness arrangements have been exacerbated by the arrival of the holiday season.
LILCO will continue to endeavor to identify witnesses as promptly as possibly.
