Bores, Technical Assistant, Division of Radiation Safety and Safeguards, Nuclear Regulatory Comission (NRC), Pegion I, be rade available as a witness in the of fsite enargency plannirg hearings for the Nuclear P:ver Station. Rese hearings are scheduled to begin June 1,19E7, in Concord, Nee Hrpshire, alth>Jgh the 5:hedJ1e ray have been charged by the tire you receive this letter.

De Regional Assistance Co--ittee (RAC), chaired by P.r. Ed ard A. Bras, Chief, Natural ard Technol gical Hazards Division, Fe63ral E:ermney P.inage ent loancy (7 (TTE.A), Fegion I, has recently exa-ired in 62pth the issue of the safety of t.he J transient beach pmulation within the Enermncy Plannirn Zone (E?2) f cr Se abrcck.

It was the sense of the RAC that rtain f actors specific to the Seabroc&, EP2 right preclude a finding that reasonable assurance that adequate protective reasures can be taken to protect the public in the event of an accident at Seabr ck. De rost irportant of those f actors are the virtual unavailability of shelterirg for the transient beach population ard evaeaation tire esti.Tates ranging up to rcre than f our ho;rs.

On the cther hand, Dr. Bores, do serves as NRC's RAC Representative for the Sea-brook Station, has provided information that resolved rany of the RAC's reservations ab:ut the safety of the teach population. A panicularly irportant part of this infor-ation is that the probabilistic risk assess ents for the Seabrook Station justify an assu ption that it is highly unlikely that there will ever be an accident at the plant involving a erio;s release of radiation within ene half hour cf the onset cf the en2rgen y condition.

As you can see, the te6nical raterial previded by Dr. B res is essential to the RAC's deliberation on this issue. S?:ause of tha f a .iliarity and ex;ertise in this area which no one else on the RAC has, the PAC has deter-ined that it is essential to the ef fective pres entation of FE.9.'s testi eny on this isse that Dr. Bares te available to explain the tasis for the R;C's conclusions.
