Dear Mr. Quinn:
This is in answer to your letter c/ January 14, 1986, which requested (a) a copy of the transmittal merao which accompanied the New Hampshire Emergency Plans to the RAC members, and (b) copies of any responses from RAC members to our nemorandum of December 31, 1985.
Copies of correspondence between members of the RAC are part of this agency's internal decision-making process. Therefore, we do not usually release this type of correspondence outside the agency. We can see no particular reason why our internal decision-making process might be impacted by our release of a transmittal menorandum, and it is therefore enclosed. However, we decline O;
to provide any response we may receive from the RAC to our December 31, 1985 raemorandum.
