In response to your Dec. 1, 86 order speeding up the saftey hearing on the waste ponds enlargement at Diablo Canyon, C.0.D.E.S. has come to the conclusion that the process under which we have to operate is so seriously flawed that the whole thing has degenerated into a charade of legalistic maneuvering driven by strictly policical rather than saf tey concerns. We have further concluded ~
that for C.0.D.E.S. to participate any further would only add to the illusion of legitimacy with which you attempt to surround the myth that the N.R.C. is a regulative body with concern for public saftey.
