Dear Sirs:
This letter conveys Public Service Company of Colorado's response to Mr. L. J. Callan's letter of May 25, 1988 addressing certain Physical Security Plan changes which were inconsistent with the provisions of 10 CFR 50.54(p).
Attached as Enclosure 1 to this tetter are corrected pages to Revision 20 of the Fort St. Vrain Physical Security Plan.
Please replace the originally submitted pages with the corrected pages.
These corrected changes are submitted for the following reasons:
To answer the items of concern detailed by Mr. Callan in his letter and meet the intent of 10 CFR 50.54(p).
To correct minor items of concern raised during conversations with Mr. A. B. Earnest of your office.

SAFEGUARDS INFORMATION P-88234 July 22, 1988 Attached as Enclosure 2 to this letter is a listing of the changes and an explanation for each.
The material in Enclosures 1 and 2 contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, this material, with the exception of this letter, should not be placed in the Public Document Room.
