STAFF REQUIREMENTS - PyRIO IC BRIEFING ON OPERATING REACTORS AND WUE FACILITIES, 1:00 P.M., WEDNESDAY, JULY 13, 1988, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by the staff on the status of operating reactors and fuel facilities.

The Commission requested and the staff committed to provide the following:

1.

A Commission paper identifying the interfaces and actions for addressing the contamination problems at the Safety Light Corporation's facility at Bloomsburg, Pennsylvania.

Commission paper listing the contaminated facilities which fall beyond NRC's release limits and will require decontamination.

The Commission also requested the staff to investigate if any site was under DOE /DOD control.

Commission paper on NRC's oversight of individuals prohibited from participating in NRC licensed activities.

Chairman Zech requested the staff to:

Apprise the Commission of staff's assessment and recommendations of Stone and Webster's evaluation of Fort Calhoun's overall engineering capabilities and the licensee's response to the Stone and Webster recommendations.

Commissioner Rogers requested the staff to verify that the most recent SALP ratings for Nine Mile Point have been programmed into the SINET (Safety Information Network).

Chairman Zech observed that many of the fuel facilities licensees are committing to clean their contaminated sites but have not shown signs of decreasing contamination.

He directed the staff to get the licensees' attention that the commission expects increased performance and increased safety.

The staff should seek Commission assistance if needed.

Commissioner Carr, in regard to the LaSalle power oscillation event, recommended that the staff review the operator procedures for such an event.

He observed that the time for reactor scram appeared excessive.
