Subject:

Revised Proposed Technical Specifications for the Alternative Shutdoun Systen Reference 2 requested an anendment to the Fermi 2 Technical Specifications to include additional specifications for the Alternative Shutdown Systen.

Reference 3 atended the request to include several additional switches and controls to the list contained in Reference 2.

Eased on discussions with the NRC staff,on~ June 19, 1986 and July 2, 1986 Detroit Edison is hereby amending the proposed specifications. The proposed Technical Specifications an anended are attached.

The principal changes involve a more restrictive action '

statenent in the event of the inoperability of the /

Conbustion Turbine Generator (CTG) Unit 1 power source, a nore frequent test of the standby feedwater systen, and an added discussion in the Bases on what constitutes an acceptable alternate source of power. These proposed changes are responsive to the concerns e:: pressed by the staff during the June 19 and July 2 discussions.

Adensan July 15, 1986 VP-86-0091 Page 2 The proposed action statenent in the event of CTG Unit 1 being inoperable recognizes that CTG Units 2,3 and 4 are available to provide power to the Alternative Shutdoun Systen. In addition, it recognizes that the normal means of supplying power to the Alternative Shutdoun Systen is fron Division 1 Offsite Power. This offsite grid has proven to be extremely stable in the past and thus there is reasonable assurance that the Alternative Shutdown Systen would supply the necessary power even if CTG Unit 1 was inoperable.

The increased frequency of testing the Standby Feedwater(SBFU) systen is responsive to NRC staff connents and recognizes that only one of the two pumps is needed to provide sufficient capacity to achieve and maintain Hot Shutdown in the Appendix R fire scenario.

Thus, staggered testing of the SBFW pumps every 31 days increases the level of confidence that the SBPU systen vould perform its function if called upon while minimizing wear on either punp resulting from surveillance testing.

Since the acended Technical Specifications propose a shorter period of time allowed for CTG Unit 1 to be inoperable prior to providing an alternate source of pouer and since the frequency of testing the SBFW cystem is being increased, these proposed changes do not alter the conclusions of the Reference 2 letter regarding significant hazards considerations associated with this proposed license amendment.

The proposed Technical Specification section for the Alternative Shutdown Auxiliary systens has been numbered 3.7.9. This was done so that fire protection related specifications appear together in section 7. This will require the existing Technical Specification section 3.7.9 and its corresponding bases section to be renumbered as 3.7.10 when issued.
