- . i MAINTENANCE AND SURVEILLANCE PROGRAM PLAN lr ,
The staff has revised the Maintenance and Surveillance Program Plan (MSPP),
as discussed in the October 15,' 1986, meeting in your office, as follows:

- 1. InsertionofindustryiniYiativesprovidedintheOctober,6,1986, letter from NUMARC. V
- 2. Explicitly state that the Phase II\ efforts will be, accomplished by NRC staff (i.e., contractors will not be u;ed_to evaluate INP0/NUMARC activities).
- 3. Identify that the FAA study (Task 4 of Phase II) is to be done only if industry iriitiatives are unsuccessful. This task is to provide information odehow the FAA achieved their regulatory position on maintenan'e. c The revised plan is, enclosed with this memoranduT. I recommend that you approve the MSPP for ir;Aewntation by NRR and IE.. Note that IE concurred in the plan as part.of'the Commission Paper regarding a Maintenance Policy Statement. The plan was subhequently separated from the Comission Paper in '
order to maintain it as a staff level document. '
