- . i MAINTENANCE AND SURVEILLANCE PROGRAM PLAN lr The staff has revised the Maintenance and Surveillance Program Plan (MSPP),
as discussed in the October 15,' 1986, meeting in your office, as follows:

InsertionofindustryiniYiativesprovidedintheOctober,6,1986, letter from NUMARC.
V 2.
Explicitly state that the Phase II\\ efforts will be, accomplished by NRC staff (i.e., contractors will not be u;ed_to evaluate INP0/NUMARC activities).
3.
Identify that the FAA study (Task 4 of Phase II) is to be done only if industry iriitiatives are unsuccessful. This task is to provide information odehow the FAA achieved their regulatory position on maintenan'e.

I recommend that you approve the MSPP for ir;Aewntation by NRR and IE..
Note that IE concurred in the plan as part.of'the Commission Paper regarding a Maintenance Policy Statement. The plan was subhequently separated from the Comission Paper in order to maintain it as a staff level document.
