Inspector Follow-up Item (IFI) 50-327/86-41-02 and 50-328/86-41-02 V
NRC concerns include the possible loss of irreplaceable information on Surveillance Instruction (SI) data sheets due to fire or mishandling and the l
lengthy delay in completing the official review of test results which are satisfying immediate operability determinations as defined by technical l-specifications. The licensee's interpretation of the definition of a QA record in this-instance appears to lead to an uncontrolled and unregulated compromise of safety-related information.
' SON Response to IFI 50-327/86-41-02 and 50-328/86-41-02 TVA agrees that the possibility exists that sis could be lost due to fire or mishandling. The SRO review of test results, ho*dever, before submittal to the
. Site Quality organization, satisfies immediate operability determinations as defined by Sequoyah technical specifications. The QA review is used as a tool' j-by management to ensure acceptance criteria is met as well as ensuring the packages are accurate and complete as a QA record. The NQAM Part III, Section 4.1, Appendix B guidelines for temporary storage of in-process QA documents will be implemented by the Site Quality Organization. This will require the j
following:
1.
Temporary storage of in-process QA documents in file cabinets or drawers.
2.
SI data reviews will nornally be completed within 30 days of receipt and in no case will exceed 120 days as identified by the NQAM.

Site QA will establish accountability for in-process SI documentation which is in temporary storage awaiting QA review.
Access to and control of storage files will be governed by a Site QA instruction.
In addition, SI-1, Section 9.2.3.8 will be revised to clarify-the wording related to the section supervisor or cognizant reviewer responsibilities to eliminate the implicit conflict with the definition of a QA record.
