1 Fitness for Duty Program Six Month Performance Report FITNESS FOR DUTY PROGRAM

SUMMARY

The Waterford 3 annual random testing rate is 50 percent. During this reporting period, approximately 26.7 percent of the population have been randomly tested. All of the positive test results occurred in the short-term contractor personnel group under the following testing categories: one occurred during random testing; three occurred during pre-access testing; and one occurred during for-cause testing. The rate of positive tests from random testing is 0.3 percent.

POSITIVE RESULTS:

There were five positive test results for this reporting period. Three of the five positive tests were for marijuana and the other two positive tests were for alcohol. The Federal Regulation cut-off for marijuana and alcohol is 100 ng/mi and 0.04%BAC, respectively.

Entergy, however, uses a more stringent cut-off criteria of 50 ng/ml for marijuana. No samples were confirmed positive due to the lower Entergy cut-off criteria.

As illustrated in the breakdown of confirmed positive tests, marijuana is the drug of preference, accounting for 60 percent of the positive results. These results are consistent with previous submittals from Waterford 3.

MANAGEMENT ACTIONS:

Access was denied for the three short-term contractor personnel that tested positive during pre-access testing. Management was notified and the individual files were annotated to reflect the positive test results and management's actions.

One short-term contractor personnel tested positive during random testing.

Management was notified and the individual's access was revoked.

Three tests for-cause were administered to short-term contractor personnel. One sample was confirmed positive. Management was notified and the individual's access was revoked.

Thirteen follow-up tests were administered during this reporting period. All the test results were favorable.

EVdNTS REPORTED TO THE NUCLEAR REGULATORY COMMISSION (NRC):

There were no repodable violations of the Fitness for Duty Program (FFD) during this reporting period.

PROGRAM EVALUATION / AUDIT:

One incident occurred that was documented through the site corrective action program.

The incident involved the assignment of a duplicate identification number to two samples. Investigation into this incident showed this to be an isolated event. The root cause of this incident was determined to be human error caused by a lapse of memory.

No programmatic problems were identified. Corrective actions were implemented with no subsequent recurrence.
