As a control systems engineer at the Bettis Laboratory, Mr. Williams had direct responsibility for the design of the reactor startup system for the Nautilus. As a member of the control systems section, he was a contributor to a comprehensive safety analysis of both the Nautilus reactor power plant and Mark I prototype being operated at the Naval Reactors Facility in Idaho.
1 During this period, Bettis had the responsibility for training the first crew of the Nautilus, and Mr. Williams participated in the development of both the officer and crew training modules.

1954-1959:
His principal activities during this period included l
reactor physics analysis, control system analysis, the preparation of I
safety analysis reports, and support of those reports during reviews l
by the AEC and the Advisory Committee on Reactor Safety.
These l
included the Sodium Reactor Experiment and the Hallam Nuclear Power Facility (both sodium-cooled graphite-moderated reactors),
the Organic Moderated Reactor Experiment and the Piqua Nuclear Power i
Facility (bothorganicmoderatedandcooledreactors),and a number of water-boiler research reactors for university service.
l 1959-1961:
In 1959 Mr. Williams assumed responsibility for the operation of the Organic Moderated Reactor Experiment located at the i
National Reactor Test Station in Idaho. During this assignment he established a formalized operator training and certification program, l
developed and staffed a reactor analysis unit, and formalized the 1
maintenance and calibration program.

Following a brief period as Chief Project Engineer-Reactors for the Space Nuclear Auxiliary Power (SNAP) Program, Mr.
Williams assumed responsibility for all nuclear operations in that program. These were compact reactors cooled with sodium-potassium and fueled with stainless-steel-clad uranium-zirconium fuel. At the peak, the program was operating four such reactor systems, two critical facilities, and a shield test reactor facility. All of the SNAP reactor systems were designed for remote maintenance and disassembly.
During this period, the program established continuous operation records of 10-12,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />.
- Again, issues of operator training and certification, reactor analysis, and formalized maintenance were addressed.

Following this assignment, Mr. Williams assumed responsibility for l
all of the nuclear operations at Rockwell's Santa Susana Field l
Laboratory.
The operations included both government-owned and company-owned facilities.
The company-owned, hence NRC-licensed, facilities included a reactor facility for neutron radiography, an advanced critical facility, a plutonium facility, and a multicell megacurie hot cell. Mr. Williams subsequently assumed responsibility for all of Atomics International's Engineering and Development, which included the above facilities.
1975-1981:
During this period Mr. Williams served as vice president and general manager of the Rocky Flats Plant, a nuclear-weapons plutonium component fabrication facility 15 miles froa Denver operated by Rockwell for the Department of Energy.
1981-1984:
Mr. Williams served as president of the Rockwell Energy Systems Group. He was responsible for managing five organizations with an annual business volume exceeding $750 million, with 11,000 employees engaged in a broad ranges of nuclear, fossil, and alternate energy programs, environmental control systems anJ services, and the operation of three major DOE facilities.
1984-1986:
In 1984 the Energy Systems Group was dissolved. The Rocky Flats Plant and the Rockwell Hanford Operations were made direct reports to the president of North American Space Operations (NAS0), while the Atomics International and Energy Technology Engineering Center were incorporated into the Rocketdyne Division of NASO. Mr. Williams reported to the President of NASO as Vice-President, Energy Systems providing staff analysis and advice regarding these operations until his retirement from Rockwell in January of 1986, t
