Dear Mr. Liparuto:
We have concluded our review of the subject topical repod dated August 1995 with additions, modifications, and clarifications through July 12,1998, submitted by Westinghouse. The report is acceptable for referencing in license amendment applications and other licensing actions to the extent specified and under the limitations delineated in the report and in the associated NRC evaluation, which is enclosed. The evaluation defines the basis of acceptance of the report.
We do not intend to repeat our review of the matters described in the report and found acceptable when the repod appears as a reference in license applications and other licensing ;
actions, except to ensure that the material presented is applicable to the specific plant involved, i Our acceptance applies only to matters described in the report. l l
The staff reviewed WCAP-14449(P) and concluded that the Westinghouse best-estimate l evaluation model for upper plenurn injection plants complies with the requirements of 10 CFR 50.46, and that such applications of the best-estimate large break loss-of-coolant accident methodology as described in WCAP-14449(P) and the enclosed safety evaluation report (SER) are, therefore, acceptable. However, since the plant calculations in WCAP-14449(P) were reviewed only as demonstration analyses, plant applications must include analyses performed j on a plant-specific basis as described in the enclosed SER. I in accordance with procedures established in NUREG-0390, " Topical Report Review Status,"
we request that Westinghouse publish accepted versions of this topical report, proprietary and I non-proprietary, within 3 months of receipt of this letter. The accepted versions shall incorporate this letter and the enclosed SER between the title page and the abstract. Because l the staff has concluded that the methodology described in WCAP-14449(P) is essentially the same as the methodology described in WCAP-12945, and the staff limited its review to changes in implementation of that same methodology, the accepted versions of WCAP-14449(P) may limit the scope of its technical discussions to the differences l

As stated in the enclosed SER Section 4, the accepted versions shall be formatted, providing up front a road map describing the overall Westinghouse best-estimated evaluation model approach and comparison to the acceptable Code Scaling, Applicability, and Uncertainty approach. It must also provide in an orderly and understandable fashion 1) descriptions of the approved changed individual correlations and/or changes in their use, and how they were determined to be appropriate, 2) descriptions of the as-approved validations performed on the code, and 3) a description of the approved uncertainty evaluation process. It should be indexed such that information contained is readily located. Also, it should contain in appendices historical review information, such as questions and accepted responses, and original report pages that were replaced. The accepted versions shall include an "A" (designating accepted) following the report identification symbol. The staff will review this report when it is submitted, if our criteria or regulations change so that our conclusions as to the acceptability of WCAP-14449(P) are invalidated, Westinghouse and/or the applicants referencing the topical report will be expected to revise and resubmit their respective documentation, or submit justification for the continued applicability of the topical report without revision of their respectiv e documentation.
