Dear Dr. Macdonald:

This resoonds to your request, conveyed at the March 17 meeting, for a status report on our efforts to implement Executive Order 12564.

In respcrise to the Executive Order, the Agency staff has developed draft guidelines for administering a drug screening program which are now before the Commission for its final consideration and approval.

The proposal includes the following elements:

Random testing for employees in sensitive positions; Voluntary testing; Testing when there is reasonable suspicion that an employee uses illegal drugs; Testing for cause in connection with an Agency examination of an accident or an unsafe practice; and Follow-up testing.

The proposal includes nuidelines on making a decision whether rehabilitation or removal of the employee is warranted.

The Nuclear Regulatory Commission recognizes that our greatest resource is our people, and NRC policy dictates that managers encourage efficient utilization of all employees.

We also recognize that alcoholism and drug addiction are among our nation's most serious health problems and that we must take an active part in fighting this menace. 'In keeping with the NRC's mission to protect the public health and safety, we are committed to maintaining an alcohol and drug free workplace.

O a* p' To Lthis end, the NRC Alcohol andLDrug: Abuse -( ADA): Program' was formalized and. strengthened in'1978.

Its missionLis twofold:

to assist employees and. family members in dealing with problems;relat'ed to alcoholism.and' drug dependenciesLand-to assist supervisors in confronting and dealing with employees whose' job performance ~may be adversely affected.by the use of:

alcohol or' drugs.

A full-time manager and a-part-time-assistant are responsible-for carrying out:the responsibilities of.the ADA Program _and are available on a 24-hour basis for consultation by supervisors, employees an'd family members.

The confidentialityfof. individuals'who participate in the program'is fully. protected.

Each year since 1979 the NRC has reiterated its commitment to.

an alcohol and drug-free workplace by sponsoring. educational seminars for all Headquarters and Regional Office employees to provide the latest information on the subject, to promote an awareness of the ADA Program, and to encourage self-referrals to treatment.

A newsletter,'The ADA-Reporter, is published and distributed monthly to provide' employees with current alcohol and drug related information and_.to remind them of the services available.to them.

An extensive. library of books, periodicals, pamphlets, and-video and-audio. tapes is maintained by the ADA Program Manager for.the use of employees and their families.

Recognizing that a supervisor-may be the single most-important person in initiating the recovery of an alcoholic or drug abuser, the NRC provides training for supervisors and managers on a periodic basis to assist then in recognizing the symptoms of drug and alcohol abuse on the job and to familiarize them with the procedures for referring individuals for treatment.

"A Supervisor's Guide to the NRC's Alcohol and Drug Abuse Program" explains and clarifies the manager's role and responsibilities in implementing the ADA Program.

I expect that the Commission will decide on its drug screening program in the near future and will inform _you:of its decision.
