Dear Ms. Mazurowski:
We have reviewed your out-year plans, sent by letter dated November 4,1999, for U.S.
Nuclear Regulatory Commi.ssion (NRC) involvement in the West Valley Demonstration Project.
This document is useful for our future planning. Below are our general comments on the plan.
)
- 1. The staff-hour estimates for NRC activities appear to be about twice NRC's anticipated effort under our current budget.
- 2. Our current budget for fiscal year (FY)99, FY00, and FYO1 are 2.0 full-time equivalents (FTEs) per year for NRC Division of Waste Management (DWM) staff and 0.3 FTE per year for NRC Region I staff. Activities involving spent fuel cask certifications and spent fuel transportation would be performed by the NRC's Spent Fuel Project Office (SFPO). SFPO staff is currently developing a budget for anticipated U.S. Department of Energy activities. The out-year plan will be useful to them for this budgeting activity. Also, NRC assumes 1350 hours0.0156 days <br />0.375 hours <br />0.00223 weeks <br />5.13675e-4 months <br /> of non-overhead work per FTE per year. We assume your staff-hour estimates include both administrative and overhead time in its basis.
- 3. Some of ycur entries list performance of tasks projected for FY98. It does not jaar that these tasks were ucmpleted in FY98 and will need to be included as FY99 items.
- 4. For clarity and future reference, it would be helpful to list activities by the responsible office (DWM, Region I, or SFPO) and to number each activity.

Based on conversations between you, T. Jackson, NRC Region I, and C. Eckert of my staff, we j
have enclosed a list of activities that forecasts areas where the WVDP will need support from the

NRC. These activities are consistent with the requirements identified in the WVDP Act and agreements made in the NRC/ DOE Memorandum of Understanding.
i The intent of this letter is to provide our best forward-looking estimate to the NRC to enable you j
to provide budget and full time equivalents (FTEs) and coordinate and implement technical reviews in support of the West Valley mission. The enclosed table provides estimates of j
necessary support over the next three years to ensure successful completion of the WVDP Act.
l The estimates include projected time frame, a rough estimate oflevel of support, and ancillary i
NRC support that may be necessary.
1 The enclosed table contains activities where we would expect support to come from both 'NRC 4
Headquarters and Regional staff. A draft of the table was previously provided to you and Mr. Jackson for review and comment.
I appreciate your working closely with the WVDP to refine and update this plan as necessary to ensure a stable and continuing level of NRC support of the activitics at the WVDP.
