Dear Mr. Zech:

As you may know, the University of California, Santa Barbara, which is located in my District, is currently engaged in a Free-Electron Laser Research Program.

The program was recently authorized to expand into part of a large laboratory which adjoins the facility.

That laboratory formerly housed the reactor used in the UCSB nuclear engineering program.

This creates a dilemma which requires your assistance.

The reactor, which was formerly housed.in,the facility, has been decommissioned to the extent that all' nuclear fuel has been removed from the site.

However, the reactor vessel, consisting mainly of lead shielding, remains in the licensed space authorized by the NRC.

The vessel cannot be removed because no depository exists in the U.S.

for lead which has a low-level of radioactivity.

UCSB, working with the U.S. Ecology Company, has requested the State of Washington to grant a variance to allow them to deposit the vessel in Richland.

This, however, may take some time.

The University informs me that they have a secure, isolated area that they believe would be suitable as an interim storage site for the vessel.

I would appreciate your prompt review of and comment on this matter so that UCSB can continue with the expansion of its Free-Electron Laser Research Program.
