THE STATE OF NEW HAMPSHIRE'S SUPPLEMENTAL RESPONSE TO NEW ENGLAND COALITION ON NUCLEAR POLLUTION'S FIRST SET OF INTERROGATORIES AND REQUEST FOR THE PRODUCTION OF DOCUMENTS TO STATE OF NEW HAMPSHIRE ON REVISION 2 TO THE NEW HAMPSHIRE RADIOLOGICAL EMERGENCY RESPONSE PLAN In accordance with the Board's Memorandum and Order of April 8, 1987, the State of New Hampshire hereby supplements its response to New England Coalition on Nuclear Pollution's First Set of Interrogatories and Request for the Production of Documents to the State of New Hampshire on Revision 2 to the New Hampshire Radiological Emergency Response Plan.

For each Emergency Operations Center, how many separate telephone lines are allocated to receiving calls from members of the public seeking transportation assistance?
Are these commercial lines or dedicated lines?
Response
l There are no separate telephone lines so allocated as all lines in each EOC are available.
All such lines are regular, commercial lines; none is a dedicated line.
The Public Information material lists one number at each EOC to call for transportation or other assistance and a backup number at the IFO.
All other EOC numbers can i
be used for this purpose, however.
j It must be emphasized that there is a Public Information Program l
in place with a primary purpose of informing the public of the i
j existence of plans and procedures to follow in the event of an j
emergency at Seabrook Station.
Fundamental to this program are instructions regarding transportation assistance, especially provisions for special assistance for handicapped or mobility-impaired individuals.
This information is distributed with the intent of allowing individuals to take precautionary measures prior to an emergency, so as to minimize the use of EOC phone lines during an actual emergency.

Response
As explained in the State's original response, the Transportation Coordinator, in most towns, is responsible for receiving and responding to calls for transportation.
(The reference to Volume 16 is correct as far as it goes; it should have included a further reference to Step #6 on page IV-23a, under Site Area and General Emergencies.
There are no operators assigned to each line.
The Transportation Coordinator (or other EOC personnel handling requests for transportation) has other duties as outlined in each local plan.
The following individuals currently are assigned the duty of handling calls for transportation for their respective towns:

- Municipality has not named a Transportation Coordinator
. The Transportation Coordinator or other EOC staff member with transportation responsibilities is free to assign available personnel the task of handling transportation requests on an as-needed basis.
The ongoing resource assessment has identified pools of available personnel in EPZ communities (i.e., fire, police, and public works department personnel).
If the need arises for an ad hoc assignment of personnel from 1
this pool, the Transportation Coordinator or responsible EOC staff member has been provided applicable training regarding transportation issues.
The State of New Hampshire Radiological Emergency Response Training Module 5 (procedure Checklist) includes a review on handling incoming transportation requests.
This training will enable the Transportation coordinator to effectively instruct any personnel assigned to him.
Interrogatory No. 17_
For each telephone line identified above, how many households have been told to call that line to requist assistance?
How many calls does the State expect to receive on each of these lines during a radiological emergency?
Response
No particular households have been explicitly told to call the EOC.
Indeed, all information distributed to the public directs them to use their telephone only in cases of " personal emergency" or when "abuolutely necessary."
These instructions, coupled with State
J procedures designed to annually identify those with special transportation needs (Special Emergency Help Survey) constitute an effort to minimize the need for calling the EOC.
The State has not made a projection o,f how many calls to expect.
The number of persons who have " pre-registered" for transportation assistance is listed below:

. _ Interrogatory No. 37 For each driver identified above, describe the means by which they will be contacted; the individual (s) who are assigned to contact them; and the location, number, and type of each piece of communication equipment that will be used to contact them to request their assistance d ring a radiological emergency.
Response
As stated in the State's original response, the primary means of contacting bus drivers will be by telephone call from the individual driver's employer.
As a backup to this, the New Hampshire Civil Defense Agency will also contact the radio stations which participate in the Emergency Broadcast System, and will request them to broadcast a message instructing bus drivers to report to their garages, either in person or by telephone.
This will enable bus companies to determine the whereabouts of all their drivers as well as buses and drivers which are already in service.
This includes both on-and off-duty drivers.
The mechanism for issuing this message will be much the same as that employed by schools to announce closings in inclement weather.
It should be noted that this message is not part of the EDS radio network.
These bus driver notification responsibilities are being drafted and will be included in the State EOC Resource Coordinate procedure, Vol. 4 of the NHRERP.
