L The United States Enrichment Corporation (USEC) has developed the " Security Plan for the l

Protection of Classified Matter at USEC Headquarters, " Revision 3, dated May 18,1999, to include L

changes occurring as the result of a building renovation. Revision 3 is provided in Enclo::ure 1.

Some of these changes to the security plan include the relocation of classified matter to new j

locations within USEC space. These changes were discussed with members of your staff on April

-15,1999. Also, appropriate changes have been incorporated into the plan based on a review of the revised 10 CFR 95 and some typographical or grammatical errors have been corrected. The Revision 3 changes are marked as discussed with your staff through the use of margin bars and only

'f those pages affected are provided in Enclosure 1.

i As described in the enclosed Revision 3 to the security plan, due to the building renovation USEC j'

is temporarily suspending provisions of the security plan dealing with storage ofinformation at the

Secret level. All other protective measures concerning classified matter will remain in place, and classified matter under USEC control will continue to receive adequate protection in accordance with 10 CFR Part 95. ' Once significant renovation activities have ended, USEC will reinstate protective g9 W

Enclosure I contains confidential commercial or financial information that is exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954, as amended, and 10 CFR 2.790(a)(4),2.790(d)(1) and 9.17(a)(4). USEC hereby requests that Enclosure I be withheld from public d!isclosure based on 10 CFR 2.790(d)(1) and information in the USEC aflidavit provided to the NRC in Refeience 1.
