Dear Mr. Owen:
. During anlutC management review of a proposed policy statement endorsing the
. d IRMARC/ Industry Guidelines for Nuclear Power Plant Access Author 1 ration Program."
. [ questions were raised concerning the' adequacy of the' temporary worker-
'" screening program as described in the. guidelines.
' Spec,1fically, the questions" pertained to,. screening requirements for unescorted
' access for temporary workers for. situ'ations other than cold shutdown. The view
.c; was;. expressed that results of the Federal Bureau.of Investigation.(FRI) crimipal
, history checks and verification of true identity should be considered as condik.
This is in tion precedent to granting unescorted access to temporary workers.
contrast to the provision of the guidelines which does not require the risults
.of the FBI check or specific verification of the '. identity prior to authorizing access-to temporary workers.
Prior to making a decision on this matter. I believe that more factual i
information is needed as to certain practical aspects related to the use of temporary workers. Accordingly, I have enclosed a itst of questionf the answers to which are considered essential to our resolving this issue.
Your assistance in this matter is greatly appreciated.
I Sincerely, M
John G. Davis, Director Office of Nuclear Material Safety and Safeguards
