TECHNICAL REVIEW 0F LEU UZrHx FUEL FOR NON-POWER REACTORS FIN #DD610, TASK #3 The enclosed application for license amendment and approval for standard use of the newer Low Enriched Uranium (LEU TRIGA) (UZrHx) fuels (Enclosure 1) is transmitted for review.

Enclot. ore II is a topical outline that is usually addressed for qualification of fuel for commercial power reactors, and is being used currently for documentation and reviews of plate type fuels fabricated with LEU matrices.

For over-all consistency, it is recommended that this same list of topics be considered for the UZrHx LEU fuels, where applicable. The parenthetical notes on Enclosure II refer to plate-type fuels and may not be entirely applicable-to the TRIGA-type fuels.

The two objectives of the requested review are:

1) Evaluate the characteristics of the new higher uranium concentration LEU TRIGA-type fuels in comparison with currently approved lower uranium concentration LEU and HEU (FLIP) fuels.

Provide comments on any differences that have a significant safety consideration and/or suggest different limiting conditions of operation, both for steady-state and pulsed operation. Ultimate acceptance of this fuel would be translated into a generic acceptance for any TRIGA reactor to use the new fuel. Therefore, comparison with currently approved " standard" UZrHx fuels is paramount. 2) Evaluate the fuel characteristics and related reactor safety considerations involved in the license amendment that would authorize the GA Technologies TRIGA Mark F reactor to use full-core loadings of the new LEU TRIGA fuel, as well as. mixed cores of this new fuel and currently approved " standard" UZrHx fuels. The NRC Project Manager will take care of administrative and regulatory aspects of the license amendment upon receipt of your technical evaluations.
