SUPMARY OF MEETING HELD SEPTEMBER 9-11, 1986 ON LICENSEE QUALIFICATIONS FOR OPERATIONS On September 9-11, 1986, the staff met with the applicant to discuss the pro-posed organization for operation of the Vogtle Unit 1 Electric Generating Plant from the level of the company president down through the proposed operating staff at the site. The staff met on September 9 and 10 at the Corporate office in Atlanta with Georgia Power Company. The agenda for the corporate office visit is listed as Attachment 1.

In addition, on September 10-11, 1986, the staff met with the applicant at the Vogtle site to discuss the site organization. The agenda for the site visit is listed as Attachment 2.

The staff interviewed each of Georgia Power Company's superintendents and managers and discussed each of the job functions and responsibilities associated

, with each. Attachment 3 is the interview schedule with the superintendents and i managers for Georgia Power Company. The staff concluded the site visit with de-

parting comments and observations on the Licensee Qualification Program at the exit meeting.

l The following items were discussed at the exit meeting:

l 1. The Senior Vice President - Nuclear Operations has strengthened the corporate staff considerably and is developing plans to strengthen site management at both Hatch and Vogtle.

2. The operating organization has not yet been finalized. The staff will require more information reflecting the actual proposed l organizational structure.
3. Both the corporate and site organizations have been staffed with experienced, knowledgeable people who are committed to operating l Plant Vogtle safely and reliably.

4. Section 13.4.11.2 of the staff's SRP states that acceptable qualifi- l cations for the SRB Chairman will meet or exceed those described in Section 4.7.1 of ANSI /ANS-3.1-1978 and the regulatory position of Regulatory Guide 1.8. In Section 13.4.2 of the FSAR, the qualifi-cations of the Chairman of the Safety Review Board (SRB) are not delineated.
