In this regard -1 have reviewed or supervised the. review of,
the radiological emergency response plans of numerous state and local i
jurisdictions within the New England area, and participated in obersving or.
evaluating the conduct of more than 20 radiological. emergency preparedness exercises in FEMA Region I l

FEMA and the RAC have reviewed the plans submitted by the State of.
New Hampshire designed to protect the.public in the event.of an accident at 1
the Seabrook Nuclear power. Plant.
These reviews were performed under my direction by fem staff, consultants to FEMA, maembers of the RAC and other federal employees who assisted the RAC members.

On February 16, 1986, FEMA observed an exercise of New Hampshire's plans to protect the public in the event of an acc.1 dent at 5eabrook.
Thea fin 61 report of the evaluation of that exercise was completed on June 2,1964, and malled to the State of New Hampshire on June 4,1986.i t

embraced by these contentions, the New Hampshire Radiological Emergency Response Plans appear to be adequate and no genuine issue of material fact.

FEMA supports the Applicant's. Notion for Sumary Disposition regarding Town of Kensington Contention 2.
This contention deals with the means by which the Town of Kensington will receive notification of an emergency at seabrook.
In its review of Rev. 2 of New Hampshire Plans for Seabrook, dated December.15,1986 FEMA and the.RAC found that the Rockingham.
l County Dispatch Center had both adequate equipment and personnel coverage for i
providing notification to the towns. The Affidavit, of Gary J. Catapano submitted with this motion further supports the FEMA /AAC conclusion.

FEMA supports the Applicant's Motion for Sunnary Disposition '
regarding Town of Kensington Contention 10. This contention deals with the adequacy of communications equipment. to contact contiguous State.and local governments. -Equipment already in place would allow Kensington to communicate; l
with State / local. governments. The availability of additional radio. equipment,.
already purchased and ready.for installation, would certainly enhance the town's connunications abilities. (See FEMA /RAC Review of New Hampshire Municipal Plans December 15,1986,pp9-10).

FEMA: supports the Applicants's Motion for Summary Disposition.
regarding the Town.of South Hampton. Contention 6.
This' contention deals.
with the adequacy of the town's EOC:for directing and controlling response i functions. The town's fire station would.make a suitable EOC, when fitted.
with the generator and communications equipment already. purchased and -
t available according to affadavits submitted by the applicant and the State of New Hampshire.

FEMA tupports 'the App 1,1 cant's Motion-for Sunnary Disposition regarding the Town of Hampton Falls Contention 4.
This contention deals primarily with the ability of the town to be notified and the. adequacy of the equipment to accomplish this. As discussed above in FEMA's responses to the Motions for Kensington Contentions 2 and.10, the Rockingham County Dispatch Center can provide notification to Hampton Falls over existing equipment. Additional connunications equipment and the generator already purchased would further enhance this capability.

FEMA supports the Applicant's Motion for Summery Disposition regarding the Town of South Hampton Contention 1..This contention deals.
primarily with the deficiency noted in FEMA's June.2 RAC. review of Revision t 1 of New Hampshire's Seabrook planning regarding letters of Agreement with towing companies.
In the December 15, 1986 FEMA /RAC review of Revision 2 We found this deficiency to have been adequately corrected.:

regarding the Town of Kensington; Contention'4. This contention dealsswith t the suitability.of the Kensington Elementary Scool as a shelter, with a Dose Reduction Factor. of at least.9.. The affadavit of James Mcdonald adequately demonstrates that this school is suitable as a shelter.
14 FEMA supports the Applicant's Motton for Sumary. Disposition regarding NECNP-RERP-2..This contention deals with the. areas in which the State requires federal assistance..especially from the.U.S. Coast Guard and for shellfish examination. In the FEMA /RAC Review of December 15, 1986, it was found that the deficiencies noted in Rev. 1 of the New Hampshire Plans with respect to this matter had.been corrected..
