ssoseweesseseseasescoe3 SECY-77-141 - PROPOSED RULE TO REQUIRE LICENSEE SAFEGUARDS CONTINGENCY PLANS The Executive Director for Operations has requested that you make changes to your copy (ies) of the subject paper according to the attached errata sheet.
The first four items reflect changes since the paper was drafted, the fifth item reflects a suggestion by C. H. Reamer of the Office of the General Counsel and the sixth item corrects typographical errors.

Footnotes referring to 5 73.55 of 10 CFR Part 73 as a proposed rule should be deleted.
These footnotes occur on page 1 of the Commission paper, on pages 3, 8, and 12 of the proposed rule (Enclosure "A"),
and on page 1 of Enclosure "D".
In addition, the first sentence of the paragraph on " Physical Protection at Licensed Nuclear Power Plants" on page 6 of Enclosure "D" should be changed to read:
l Nuclear power reactor licensees are required to provide the level of protection set forth in 5 73.55 of 10 CFR Part 73.

References to 10 CFR' 70.22(i) as a proposed rule should be removed as follows. On page 5 of Enclosure "A,"
line 3 from the bottom, delete the word " proposed;" also delete the parenthetical remark at the end of this sentence.
On page 14 of Enclosure "A,"
lire 10, delete the word " proposed."

Under Note 2 on page 3 of the Commission paper, add the Senate Committee on Environment and Public Works.

In the last paragraph of the " Discussion" section of the Commission paper (page 3)~ and in the last paragraph on page 6 of Enclosure "A,"
. add the following sentence:
Certain information in safeguards con-tingency plans may be withheld from public disclosure in accordance with the provisions of paragraph 2.790(d) of 10 CFR Part 2.

Please correct the following typographical errors:

On pag (e 11 of Enclosure "A " in line 3 of 5 70.32(g), change 73.40 b) to 73.40.
(2) On page 3 of Enclosure "D," last line, change dept to kept.
(3) On page 13 of Enclosure "D," line 7, change wil to will.
