U.S. Nuclear Regulatory Commission Office of the Secretary Att'n: Rulemakings and Adjudications Staff Washington, D.C. 20555 Re:

Three Mile Island Nuclear Station, Unit 1 Facility Operating License No. DPR-50; Docket No. 50-289 -l-T Proposed License Transfer and Conforming Administrative License Amendments GPU Nuclear's Answer to Letter from Reo. Camille " Bud" George

Dear Sir or Madam:

GPU Nuclear, Inc. hereby answers the letter from Representative Camille " Bud" George, dated January 11 but postmarked January 12,1999. While this letter asks the Commission to ensure that a hearing is held on the pending license transfer application, the letter does not satisfy the NRC requirements for a hearing request and petition to intervene. It does not identify Representative George's standing or contentions. Further, based on the postmark, the letter is untimely. Accordingly, if Representative George's letter is considered an intervention petition and hearing request, rather than comments as seems more appropriate, it should be denied. GPU i

Nuclear does not object to Representative George's letter being treated as comments under 10 C.F.R. { 2.1305.
