, Requirements on Primary Coolant Iodine Spikes 1

Dear Mr. Denton:

Pursuant to 10 CPR 50.90, commonwealth Edison proposes to amend

, Appendix A, Technical Specification, to Facility Operating License NPF-ll and l NPF-18. These changes are being submitted for your staff's review and j approval.

The NRC has completed a review of the reporting requirements related to primary coolant specific activity levels (Reference (a)). They have 3 determined that the reporting requirements for iodine spiking can be reduced from a short term report (Special Report or Licensee Event Report) to an item

, which is included in the Annual Report. The NRC approved the appropriate i changes to the Standard Technical Specifications and has requested that i licensees submit change requests for each currently licensed unit to which the changes apply.

l The proposed change is enclosed in Attachment A. The attached change has received both on-Site and off-Site review and approval. We have j reviewed this amendment request and find that no significant hazards l consideration exists. Our review is documented in Attachment B.

I Commonwealth Edison is notifying the State of Illinois of our j f -

request for this amendment by transmitting a copy of this letter and its i attachments to the designated State Official. I i
